MINUTES OF THE SEPTEMBER 18, 2018, REGULAR BOARD MEETING

CALL TO ORDER
Julie Dean called the meeting to order at 6:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, Al Schreiber, Chad Lewis, and Julie Dean. Student Advisors, Trent Austin, Stanwood High School, and Shawn Moyer, Lincoln Hill High School, were in attendance.

FLAG SALUTE
Shawn Moyer, Student Advisor, led the Pledge of Allegiance.

APPROVAL OF AGENDA
Chad Lewis made a motion to approve the Agenda for the September 18, 2018, Regular Board Meeting. Natalie seconded the motion; it was voted on and approved unanimously.

STUDENT ADVISORS OATH OF OFFICE
Jean Shumate, Superintendent, administered the Oath of Office to the 2018-19 Student Advisors, Trent Austin, representing Stanwood High School, and Shawn Moyer, representing Lincoln Hill High School.

APPROVAL OF MINUTES
Al Schreiber made a motion to approve the Minutes of the September 4, 2018, Regular Board Meeting. Chad Lewis seconded the motion; it was voted on and approved unanimously.

COMMENTS BY CITIZENS
Certificated staff members, Jenny Sepulveda, Michelle Freedman, and Lara Brown, spoke in support of a fair contract for classified employees.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

ASSESSMENT RESULTS
Dan Johnston, Director of Assessment and Technology, reported on the results of the annual 2017-18 spring assessments, comparing the district to the state average. Using the Smarter Balanced test score results for grades three through eight and grade ten, the English language and math scores were above the state average, with the exception of grade 3 in Math. Fifth and eighth grade students took the first science test and each grade level scored higher than the state average. Grade eleven scored lower than the state average in science; as many students chose not to take the test since it was not a graduation requirement.

Lloy Schaaf, Assistant Superintendent of Teaching and Learning, shared that new teachers were oriented and professional development opportunities for elementary teachers were scheduled for implementing the new Math Expressions Program. Also, the high school offers Agile Minds, Transmath and a program called Bridge to College to support students in math and English. Summer school was offered for credit retrieval and 42 credits were earned.

ENROLLMENT
Steve Lidgard, Executive Director of Business Services, reported on the September enrollment. The actual student enrollment was 4,487.96 Full-time Equivalent (FTE), which averaged 126.96 FTE above the projected budget.

CONSENT AGENDA
Ken Christoferson removed the Bills and Payroll from the consent agenda.

Al Schreiber made a motion to approve Consent Agenda items, 1-6, listed below. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

  1. Stanwood Elementary Field Trip for Outdoor and Environmental Education at YMCA Camp Seymour, October 3-5, 2018, in Gig Harbor.
  2. Purchase Chromebooks and Carts for Mobile Labs.
  3. Purchase Lightspeed Systems, a Web Filtering Software from Trebron Company Inc.
  4. Stanwood High School 2019 Senior Prom Contract with Crossroads Weddings and Events, May 4, 2019.
  5. Purchase Two (2) 78-Passenger Buses and the Contract with the Department of Ecology, State of Washington, Clean Diesel Grant Program.
  6. Personnel Consent Agenda.

DISCUSSION
Ken Christoferson removed voucher #60842 made to Stanwood Redi-Mix.

VOTE
Julie Dean made a motion to approve all bills and payroll except voucher #60842. Al Schreiber seconded the motion; it was voted on and approved unanimously.

Chad Lewis made a motion to approve voucher #60842 to Stanwood Redi-Mix. Natalie Hagglund seconded the motion; it was voted on and approved. Ken Christoferson abstained.

STUDENT ADVISOR REPORTS

Shawn Moyer stated that the Lincoln Hill High School back-to-school barbeque and open house, on September 11th, was attend by 125 people and was a great success. On Blue Thursday, September 13th, all students received a Lincoln Hill “pride” t-shirt donated by the PTA and Mr. Ovenell. A Quilt of Valor will be presented to a Veteran from the community for Veterans' Day and students are asked to participate by stitching on a square of the quilt.

Trent Austin reported that Stanwood High School's class of 2019 had their first event, Senior Sunrise. The high school's Open House was well attended and the first Student Senate Meeting was scheduled for September 19th and the Associated Student Body Core Training would be held on September 20th. Fall activities beginning October 1st include: Homecoming Court Assembly, Pep Rally, Homecoming football game, and the Homecoming Dance.

ITEMS BROUGHT UP BY BOARD MEMBERS
Chad Lewis was pleased with the assessment results, the work of the bargaining teams, and he welcomed the student advisors.

Natalie Hagglund was grateful to be back in the schools with the children and she also welcomed the student advisors.

Al Schreiber agreed with his colleagues and he looked forward to having the student advisors on the Board. He appreciated the staff for working hard for all the students.

Ken Christoferson welcomed the student advisors and he was thrilled at the progress of the new high school; hearing positive comments in the community.

Julie Dean thanked and said she valued all staff.

Jean Shumate enjoyed meeting with the student advisors, prior to the board meeting. She thanked the audience for coming and shared that the first board meeting of the month begins at 1:00 PM and the second meeting of the month begins at 6:00 PM.

ADJOURNMENT
Julie Dean adjourned the regular meeting at 6:45 PM.
