BOARD OF DIRECTORS
MINUTES OF THE NOVEMBER 20, 2018, REGULAR BOARD MEETING

CALL TO ORDER
Julie Dean, Board President, called the meeting to order at 6:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, Al Schreiber, Chad Lewis and Julie Dean. Trent Austin and Shawn Moyer, Student Advisors, were present.

FLAG SALUTE
Julie Dean led the Pledge of Allegiance.

APPROVAL OF AGENDA
Al Schreiber made a motion to approve the Agenda for the November 20, 2018, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Chad Lewis made a motion to approve the Minutes of the November 6, 2018, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
The donations were presented by Shawn Moyer, as follows.

  1. Ohiopyle Prints, Inc. donated $108.14 to Stanwood High School for the Celebration of Excellence/ Graduation activities.
  2. Stillaguamish Grange, donated paperback dictionaries to third grade students at Twin City Elementary (54), Stanwood Elementary (64), and Cedarhome Elementary (86), valued at $450.36.

AWARDS

Teacher of the Month, October: Shannon Ulrich, Speech-Language Pathologist, Cedarhome and Stanwood Elementary

RECESS
Julie Dean recessed the Regular Board Meeting at 6:33 to allow the audience to exit. The meeting was reconvened at 6:40 PM.

FINANCIAL REPORTS:
Steve Lidgard, Executive Director of Business Services, reported on the financial reports for the months of August and September 2108. He reviewed the executive summaries, the ending/beginning general fund balances, transportation vehicle fund, capital projects, and debt service fund.

CONSENT AGENDA
Natalie Hagglund made a motion to approve Consent Agenda items, 1-10, listed below. Al Schreiber
seconded the motion; it was voted on and approved unanimously.

  1. Stanwood High School Field Trips: (a.) Girls Wrestling Team Tournament, December 7-9, 2018, Othello High School, and (b.) Boys Wrestling Team Tournament, December 7-9, 2018, Othello High School.
  2. First Reading of Revised Students Policy 3206, Sexual Harassment of Students Prohibited.
  3. Second Reading/Adoption of Revised Students Policy 3210, Nondiscrimination.
  4. Resolution No. 2018/2019-004, Certification of 2019 Excess Property Taxes.
  5. Resolution No. 2018/2019-005, Intent to Construct Project (New Stanwood High School).
  6. Constructability Report for the New Stanwood High School, Dated October 5, 2018, Prepared by Meng Analysis.
  7. Purchase of Student Laptops: 745 Chromebooks and 30 Carts.

There were no comments.

Julie Dean reminded the audience that "comments by citizens" would be moved below the Consent Agenda beginning December 4th.

STUDENT ADVISOR REPORT
Trent Austin said that students celebrated Halloween Scare Week at Stanwood High School, a student senate meeting was held, all classes had Veterans Day Assemblies, a blood drive was held on November 13, and the Winter Wishes assembly will be held December 20th.

Shawn Moyer reported that the Quilt of Valor, was presented to Swede "Flash-man" Lind at the Veterans Day Assembly at Lincoln Hill High School, the Stanwood Food Bank donated coats and 18 totes of clothing items to students in need, three thanksgiving meals were provided by the Stanwood FFA Chapter and sent home with students. Other news: students completed the Smarter Balanced Assessment Consortium (SBAC) make-up test, parent/teacher conferences, where the students' teachers would come at the same time to talk to the family, reached 42 different families. The Booster Club is working on the Winter Social for students, which is scheduled for December 14th and a community group was donating 10 holiday boxes to families for Christmas.

ITEMS BROUGHT UP BY BOARD MEMBERS
Ken Christoferson said that the Washington State School Directors Association's (WSSDA) annual conference was a good learning experience and collaboration with other directors, valuable. Ken enjoyed the recognitions and the great stories that were told.

Chad Lewis said that the awards were impressive and heartwarming and it is important to recognize excellence. He commented about the WSSDA Conference and best practices: that the district's practices model those that were being taught, which was satisfying to know.

Natalie Hagglund wished a Happy Thanksgiving to all and was excited that many of our students and teams qualified for state competition.

Al Schreiber attended the Law Conference at the WSSDA Conference, was thankful for the recognitions and sponsors, attended three Veterans Day programs and watched athletic events. He also thanked the food bank and FFA for providing clothing and food for those in need.

Julie Dean was also thankful. She announced that the next meeting was December 4th at 1:00 PM and a Special Meeting will be held on December 10 at 7:45 AM.

Jean Shumate wished all a Happy Thanksgiving and she looked forward to opening the bids on December 4th for the construction of the new Stanwood High School.
