CALL TO ORDER
Board President Natalie Hagglund called the meeting to order at 6:00 PM.

Natalie Hagglund shared about two opportunities for public comment on the agenda.

SUPERINTENDENT'S REPORT

  1. Donations
    Student Advisor Madalyn Thornton presented the donations.

  2. Equity Update - Maurene Stanton

    Maurene Stanton, Executive Director of Human Resources, provided background on last year's equity work, including professional development, trainings, staff and student surveys and work of the Equity Leadership Team. Ms. Stanton shared this year's equity work will focus on adult training and provided detailed information on districtwide equity learning activities for the 2021-22 school year. Discussion followed.

  3. Elger Bay Elementary Report -Victor Hanzeli

    Principal Victor Hanzelli reviewed Math and Literacy/English Language Arts performance trends for Elger Bay Elementary and presented, in detail, next steps on Instructional Leadership goals, including literacy supports for targeted, group interventions for K-5 students. Discussion followed.

    Dr. Rumbaugh announced October is Principal Appreciation Month and extended her appreciation to principals and assistant principals for the work they do throughout the year.

    Dr. Rumbaugh shared an update on the number of staff unable to meet the October 18 state vaccine mandate, noting there are five staff across the system, and shared administration is communicating and working with those individuals.

    Dr. Rumbaugh welcomed new Director of Communications Craig Degginger, adding Craig previously worked for the Mercer Island School District and comes to Stanwood-Camano with extensive experience.

CONSENT AGENDA
Natalie Hagglund asked if there was any public comment specific to the Consent Agenda. There was no public comment. Natalie Hagglund asked the Board if they wished to pull any items. Ken Christoferson pulled Bill and Payroll, commenting he had a conflict with voucher 234864.

PUBLIC COMMENT
Citizens wishing to address the Board are asked to submit online requests using the PUBLIC COMMENT link or email [email protected]two hours prior to the board meeting start time. For those attending the meeting in person, request forms are available in the boardroom for submission prior to meeting start time. Citizens who wish to provide documents to board members will hand them with to the Recording Secretary for distribution after the meeting. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name for the record and will be allowed three minutes to speak.

There was no public comment.

SCHOOL BOARD DISCUSSION

  1. COVID update

    Dr. Rumbaugh prefaced the update as a result of the Health District's request for school districts around the region to discuss and determine their role in communication around vaccine programs for children ages 5 to 11. Board discussion followed on communication options 1 through 3 presented in Dr. Rumbaugh's board memo. Student Advisors Andrew Norton and Madalyn Thornton shared their input from a student's perspective. The board agreed that Option 2 could be a recommended response to the Health District's request.

  2. Director District Boundary Review (based on Census 2020 data)

    Steve Lidgard, Executive Director of Business Services, presented a recommendation from Sammamish Data Systems on director district boundary adjustments as a result of the 2020 Census and requirements of RCW 29A.76.010. Maps showing the director districts as adjusted were included. Discussion followed. Mr. Lidgard noted a public hearing and resolution on this will be on an upcoming board meeting agenda.

STUDENT ADVISOR REPORTS

Andrew Norton, Stanwood High School, reported on clubs that are starting to meet, athletic events and playoffs, homecoming celebrations, preparing for recognition assemblies, and noted Standard Balanced Assessment (SBA) testing has started. Andrew provided details on an upcoming opportunity to attend the Washington State School Directors Association (WSSDA) annual conference workshop, The Power of Student Voice.” He shared this is an opportunity for students to learn more about the role of school boards, share student perspective and gain experience as a presenter and he looks forward to participating.

Madalyn Thornton, Lincoln Hill High School, shared the first grading session is nearing an end; clubs are hoping to meet in person soon and they are awaiting approval for this, and spirit week will be October 25-29.

ITEMS BROUGHT UP BY BOARD MEMBERS

Al Schreiber commented he is glad to hear some schools are opening up to some activities and events. Director Schreiber thanked Maurene Stanton for the Equity presentation, noting this discussion comes up in the community and he appreciates hearing about the work that is being done; he looks forward to the Communications Director sharing this information with community so there is no miscommunication. Director Schreiber thanked Victor Hanzelli for his report and he congratulated principals on their recognition this month, thanking them for the work they do every day.

Ken Christoferson thanked principals and thanked Maurene Stanton for the Equity update. He added there is a deep concern about what is happening with kids and he appreciates the efforts that are being put into place to support them, including identifying gaps and making sure those gaps are filled; he noted this is difficult work and admires and appreciates those who are stepping up to make it happen. Director Christoferson thanked the student advisors for providing input on the vaccine discussion, adding it is of great benefit to the board to hear student perspective; he encouraged them to continue to have their voices heard.

Miranda Evans shared she appreciates the opportunity to highlight principals this month and thanked them for all they do. Director Evans thanked Victor Hanzeli for being the first to provide a school report this year and thanked Andrew for sharing he is planning to participate in the WSSDA event and for his willingness to take that on.

Natalie Hagglund congratulated building administrators on their October recognition; she reflected on the burden they can carry supporting families, students and staff and offered her appreciation for all that goes into that. Director Hagglund added being in school full time is wonderful and she appreciates every minute and thanked those who worked to make it possible.

Dr. Rumbaugh echoed earlier comment urging student advisors to add their voice to discussion and thanked those who reported.
