Board President Natalie Hagglund called the meeting to order at 6:00 PM.

RECOGNITION
Education Support Professionals Week (formerly referred to as Classified Employee Appreciation Week) - March 14-18 Superintendent Rumbaugh read Governor Inslee's proclamation in honor of Education Support Professionals Week. Stanwood-Camano Public School Employees (PSE) leadership Wendy Roope, Judith Brown, and Merry Carlson, were present to receive recognition on behalf of PSE.

Donations.
Student Advisor Madalyn Thornton presented the donation: $15,000.00 from Stanwood
Camano Area Foundation to purchase ReadyK learning kits for Pre-K support.

Strategic Plan Update - Performance Fact, Inc.
Performance Fact President and CEO, Mutiu Fagbayi, and Senior Associate, Lauren Klaffky presented results of the Strategic Planning sessions that have taken place thus far.

Enrollment Report - Deborah Rumbaugh
Superintendent Rumbaugh presented current enrollment data, noting the District is up four students in the month of March, or 140 students from this time last year.

February Financial Report - Steve Lidgard
Steve Lidgard, Executive Director of Business Services, reviewed the February 2022 month-end General Fund Balance, Object Summary Report (salaries and benefits), and Budget Status Report for the General Fund.

Quarterly Equity Update - Maurene Stanton
Maurene Stanton, Executive Director of Human Resources, prefaced the Equity report by reading vision statements and a theory of action statement. Ms. Stanton introduced Kionte Brown, Stanwood High School (SHS) Equity Advisor, who gave an update on the activities of the SHS Equity Club, including organizing virtual assemblies and videos in honor of Martin Luther King, Jr., Day and organizing a Women's History Month project.

Capital Facilities Plan Update - Liz Jamieson
Liz Jamieson, Director of Capital Projects, reviewed next steps for developing the district's 2022-2028 Capital Facilities Plan. Next steps include further evaluation of building capacity, identifying property for suitable use, and analyzing district data prepared by a consultant. Ms. Jamieson will provide another update in one to two months.

Cedarhome Elementary School Report - Jeff Lofgren
Principal Jeff Lofgren presented an update on Cedarhome Elementary School. The presentation included data on enrollment, attendance, and students meeting grade level standards. Principal Lofgren noted Cedarhome enrollment is up from data shared in the report to 580 students. Highlights included: new teachers/staff and excitement about the SIP program and how that will effect students.
CONSENT AGENDA
President Hagglund offered the public an opportunity to speak to items on the Consent Agenda. Online attendee Christi Bell asked a question regarding new builds in Stanwood and impact fees. Director Hagglund reminded Ms. Bell that only questions directly related to the Consent Agenda could be asked and took her name to follow up later. There were no additional comments.
Director Christoferson pulled Consent Agenda item number 10, in relation to Warrant number 236480.
Director Evans moved to approve Consent Agenda items 1 through 9; seconded by Director Schreiber.

PUBLIC COMMENT
Citizens wishing to address the Board are asked to submit their request to speak two hours prior to the board meeting start time. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name and address for the record and will be allowed three minutes to speak. If you are attending the zoom meeting via phone, please include the phone number you will be calling from in your email or Public Comment request so we can locate you in the attendee group and enable the speaking function.
Lara Brown addressed the board regarding her concerns with the excessive absence letter that is sent to families and board policy. She urged the Board to consider an update to the policy and to the attendance letter sent to families.
SCHOOL BOARD DISCUSSION
Director Hagglund noted that everyone has had an opportunity to review the policies listed below and asked for any follow up questions or comments. The board agreed that 5405, 6220 and 6212 would move forward for a second reading.
Director Evans shared the Washington Interscholastic Activities proposed 2022 Amendments and discussion followed.

STUDENT ADVISORS REPORT
Mac Martin spoke for Andrew Norton, Stanwood High, reported students are following COVID rules and staying masked up; ASB has been promoting positivity and recognition around Black History Month, Women's History Month and Spring Break; sports are doing really well, including swim, wrestling, and boys and girls basketball; clubs are continuing to meet as planned and it was noted that the Future Business Leaders of America (FBLA) had all 30 members placed in regionals and will head to state competition this April; the student senate will meet next week; ASB instagram has been well received and is being used to share information on what is happening at the high school; COVID testing has been offered for students and families who feel the need to be tested; Stanwood High School will have its first whole school dance since 2019 and tickets are $5; Spring Sports: baseball, softball, track/field, lacrosse, boys soccer and golf have started.
Madalyn Thornton, Lincoln Hill High School, reported that students have elected their ASB officers, are volunteering to assist with the Stanwood-Camano Area Foundation philanthropy awards on March 18th; leadership class is working on a recognition project for all non-teaching support staff; the Equity Club designed a presentation for Women's History Month; and as a school, will continue to offer Late Night Thursdays and weekly after school credit retrieval options for students.
ITEMS BROUGHT UP BY BOARD MEMBERS
Director Schreiber's comments included thanking the Stanwood-Camano Area Foundation for their donation; thanking our Classified employees; thanking Mac Martin and Madelyn Thornton for providing school updates; and sharing appreciation that information about the levy has gone out.
Director Murry's comments included an additional thank you to the Stanwood-Camano Area Foundation; encouragement to celebrate our Classified employees; a suggestion to read the Asset Preservation Program report (included in the Consent Agenda), as a means to learn about the condition of district buildings; and sharing excitement about how the Stanwood High School Girl's Basketball team has performed.
Director Christoferson's comments included expressing it was a great meeting; sharing appreciation for the Strategic Plan update; celebrating sports for an outstanding year; and noting from reports, the work that is happening, focusing on the needs of students.
Director Evan's comments included a "ditto" for earlier Board comments; noting it was great to have an Employee Recognition in person; expressing thanks to the Stanwood-Camano Area Foundation for their donation; and sharing excitement that Future Business Leaders of America, Future Farmers of America and the Technology Student Association are all going to State.
Director Hagglund's comments included being thankful for the opportunity to sit in on the virtual Hi-Q championship earlier in the day, announcing Hi-Q students placed 2nd, and for being able to attend a festival in Everett that included Stanwood High School Choir participation.
Superintendent Rumbaugh expressed gratitude at seeing families and students enjoy the things they were doing before COVID.
