BOARD OF DIRECTORS
MINUTES OF THE MARCH 6, 2018, REGULAR BOARD MEETING 
 
CALL TO ORDER
Julie Dean, Board President, called the meeting to order at 1:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, Al Schreiber and Julie Dean. Roger Myers was absent and excused.

FLAG SALUTE
Julie Dean led the Pledge of Allegiance.
 
APPROVAL OF AGENDA
Al Schreiber made a motion to approve the Agenda for the March 6, 2018, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.
 
APPROVAL OF MINUTES
Natalie Hagglund made a motion to approve the Minutes of the February 20, 2018, Regular Board Meeting. Ken Christoferson seconded the motion; it was voted on and approved unanimously.

Ken Christoferson made a motion to approve the Minutes of the February 20, 2018, Special Audit Entrance Conference. Al Schreiber seconded the motion; it was voted on and approved unanimously.

SUPERINTENDENT’S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS AND RECOGNITION
Natalie Hagglund presented the donations, as follows: (1.) Sahara Pizza donated $102.00 to Utsalady Elementary from monthly sales event, (2.) Cedarhome Elementary PTO donated transportation costs, $1,162.12, to Stanwood-Camano School District for the Cedarhome Elementary 4th grade field trip to the State Capital, (3.) Stanwood Booster Club’s (Sports Account) donated transportation costs, $2,421.67, to Stanwood-Camano School District. The boys’ varsity basketball team went to the Curtis Winter Classic Tournament in Tacoma and the girls’ basketball team went to a tournament at Central Valley High School in Spokane.

SAFETY AND SECURITY
Dan Johnston, Director of Assessment and Technology, and Carolyn Coombs, Assistant Principal Stanwood High School and Shane Jensen, Stanwood Police School Resource Officer, addressed the safety and security issues in our schools. Mr. Johnson gave an overview of school preparedness procedures, such as: emergency drills, RAVE 911 mobile app for in-town schools, mental health counselors in place, and reporting of harassment, intimidation, and bullying. He said that the district has requested bids for “point-of-entry” security cameras and locking doors at schools and a task force is being formed to include parents, community members, and police and fire personnel to solicit security and safety measures, as well as social/emotional models. Dan also explained that clear communication with parents is essential during a crisis and if food becomes necessary, at a reunification site, the director of food services, would be responsible.

Carolyn Coombs spoke about the parent-student reunification plans for the high schools located at Cedarhome Baptist Church and Shane Jensen elaborated that additional reunification sites, if needed, are at the Stanwood/Camano Fair Grounds and the Camano Island Chapel. He also explained that Washington State Police Officers are professionally trained for “active shooter” and other scenarios, on a regular basis to be prepared for an emergency situation..

2018 ASSET PROTECTION PROGRAM
Gary Platt, Executive Director of Capital Projects, shared information on the Asset Protection Annual Facility Report, which is a requirement of the Superintendent of Public Instruction to obtain state matching funds on future school replacements or renovations.

FEBRUARY ENROLLMENT
Steve Lidgard, Executive Director of Business Services, reported on the enrollment for the month of
March. The actual enrollment was 4,413.31 Full-Time Equivalent (FTE), which averaged 61.56 FTE above the projected budget.

CONSENT AGENDA
Natalie Hagglund made a motion to approve Consent Agenda items, 1-7, listed below. Al Schreiber seconded the motion; it was voted on and approved unanimously.  
1. Donations.
2. Stanwood High School Field Trips:
    a. FFA Livestock and Meat Judging Team at the North Central Washington Junior Livestock Show, March 29-30, 2018, Moses Lake,
    b. Jobs for Washington's Graduates (JAG-WA) to JAG-WA Career Development Conference State Competition, March 15-16, 2018, Tacoma,
    c. Cheer Team at State Basketball Tournament, February 28 through March 3, Tacoma (after-the-fact).
3. Stanwood Middle School Field Trip for Technology Student Association (TSA), March 22-24, 2018, to the Washington TSA State Conference, at SeaTac.  
4. Human Growth and Development and AIDs/HIV Curriculum Updates.  
5. 2018 Asset Protection Program Annual Facility Report.  
6. Memorandum of Understanding with Stanwood-Camano Education Association Regarding WA-AIM Assessments.  
7. Personnel Consent Agenda.

ITEMS BROUGHT UP BY BOARD MEMBERS 
Ken Christoferson appreciated all of the reports, especially about safety and security.

Natalie Hagglund congratulated the winter sports teams and the High Q team for their successes.

Al Schreiber thanked the presenters for the work they do for kids.

Julie Dean was excited to learn that a committee was being formed for added security and safety measures for students and staff. She also enjoyed the unveiling of Jack Gunter’s interactive magnetic art board at Stanwood Elementary.

ADJOURNMENT
Julie Dean adjourned the regular meeting at 1:34 PM.

STUDY SESSION
A study session was held in the curriculum training room beginning at 1:40 PM. In attendance were board members: Julie Dean, Natalie Hagglund, Al Schreiber and Ken Christoferson. Elementary principals: Colleen Keller, Jennifer Allen, Barbara Marsh, Jeff Lofgren and Victor Hanzeli. Administrators: Jean Shumate, Superintendent, and Lloy Schaaf, Assistant Superintendent of Teaching and Learning.

The purpose of the study session was to have open conversations with the elementary principals regarding successes and challenges in their schools.

No action was taken.

The study session ended at 3:35 PM.
