STANWOOD-CAMANO SCHOOL DISTRICT
BOARD OF DIRECTORS
MINUTES OF THE JUNE 19, 2018, REGULAR BOARD MEETING 
 
CALL TO ORDER
Julie Dean called the meeting to order at 12:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, and Julie Dean. Al Schreiber was absent and excused.

EXECUTIVE SESSION
Julie Dean excused the Board for executive session at 12:01 p.m. to review the performance of a public employee for approximately 50 minutes. The executive session ended at 12:51 p.m. No action was taken.

RECONVENE REGULAR MEETING
Julie Dean reconvened the regular meeting at 1:00 p.m.

FLAG SALUTE
Julie Dean led the Pledge of Allegiance.
 
APPROVAL OF AGENDA
Natalie Hagglund made a motion to approve the Agenda for the June 19, 2018, Regular Board Meeting. Ken Christoferson seconded the motion; it was voted on and approved unanimously.
 
APPROVAL OF MINUTES
Ken Christoferson made a motion to approve the Minutes of the June 5, 2018, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

SUPERINTENDENT’S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
Natalie Hagglund presented the donations, as follows:
1. Stanwood-Camano School District received the following transportation costs:
    a. $204.05 from Stanwood Elementary PTO for the Stanwood Elementary crossing guards field trip to the Birch Bay Water Slides,
    b. $284.62 from Cedarhome Elementary PTO for the Cedarhome Elementary 3rd grade field trip to Pilchuck Glass School, 
    c. $216.40 from Elger Bay Elementary PTA for the Elger Bay Elementary first grade field trip to Mount Vernon Farms,
    d. $720.26 from the Friends of Camano Island Parks for Utsalady, Elger Bay, and Stanwood Elementary second grade field trip to Camano Island State Park.
2. Twin City Elementary PTA donated $973.13 to Stanwood-Camano School District, which provided a stipend for a teacher to attend the Twin City Elementary 5th grade outdoor education experience at Warm Beach Camp.
3. Stillaguamish Tribe of Indians donated $1,508.74 to Stanwood Elementary, which provided for the kindergarten field trip to the Children’s Museum (entrance fees and transportation costs).

CAREER & TECHNICAL EDUCATION 
Ross Short, Director of Career & Technical Education (CTE), gave an overview of the CTE program and the programs offered at Stanwood Middle School and Stanwood High School. This year, nearly 1,000 students enrolled in a CTE course. Over time, the high school enrollment declined and the CTE enrollment has also declined; vacating courses with low enrollment. Results from a student survey helped with the plan to add new courses to the program. CTE has student organizations for students to grow and build additional skills; Technology Student Association (TSA), Future Business Leaders of America (FBLA), Family, Career and Community Leaders of America (FCCLA), Washington Career and Technical Sports Medicine Association (WCTSMA), and FFA. Students in these organizations have been very successful, they participated in local, regional, state and national competitions. All instructors are certified.

Ken Christoferson said he was proud of the CTE program and he has heard from many community members who also supports the program; it reaches a segment of students with varying interests.

FINANCIAL REPORT 
Steve Lidgard, Executive Director of Business Services, reported on the financial reports for the month of May, 2018. He reviewed the fund balance, expenditures, and said that the fiscal year ends on August 31.

BUDGET UPDATE
Steve Lidgard said that the State of Washington legislature made the most comprehensive changes to school budgets in 40 years. This year, the 2018-19 budget, a three (3) year forecasted budget and three (3) year enrollment projections must be reported. The 2018-19 budget is due for public inspection by July 10. A public budget hearing will be held at the board meeting on August 21.

CONSENT AGENDA
Natalie Hagglund made a motion to approve Consent Agenda items, 1-10, listed below. Ken Christoferson seconded the motion; it was voted on and approved unanimously.  
1. Donations.
2. Stanwood High School Football Team Field Trip, June 22-25, 2018, at Central Washington Football Camp in Ellensburg. 
3. Stanwood High School FFA National Convention Field Trip for the Agriculture Sales Team, October 20-27, 2018, in Indianapolis, Indiana.
4. Stanwood High School Band Field Trip to the National Heritage Music Festival, April 25-28, 2019, in New York, New York.
5. Second Reading/Adoption of Revised Board of Directors’ Policy 1400, Meeting Conduct, Order of Business, and Quorum and the Procedure.
6. Long Building Technologies Proposal to Install the Elementary Security Access Controls.
7. Agreement with Northwest Educational Services District 189 for Data Processing Services Provided by Northwest Regional Data Center for FY 2018-19.
8. Personnel Consent Agenda.
