STANWOOD-CAMANO SCHOOL DISTRICT
BOARD OF DIRECTORS
MINUTES OF THE JULY 3, 2018, REGULAR BOARD MEETING 
 
CALL TO ORDER
Julie Dean, Board President, called the meeting to order at 12:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, Al Schreiber, and Julie Dean.

EXECUTIVE SESSION
Julie Dean excused the Board for executive session at 12:01 p.m. to review the performance of a public employee for approximately 50 minutes. At 12:50 p.m., Julie Dean announced that the executive session would last a few more minutes. The executive session ended at 12:57 p.m. No action was taken.

RECONVENE REGULAR MEETING
Julie Dean reconvened the regular meeting at 1:00 p.m.

FLAG SALUTE
Julie Dean led the Pledge of Allegiance.
 
APPROVAL OF AGENDA
Al Schreiber made a motion to approve the Agenda for the July 3, 2018, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.
 
APPROVAL OF MINUTES
Natalie Hagglund made a motion to approve the Minutes of the June 19, 2018, Regular Board Meeting. Ken Christoferson seconded the motion; it was voted on and approved unanimously. Al Schreiber abstained from the vote.

COMMENTS BY CITIZENS
There were no comments.

SUPERINTENDENT’S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS AND RECOGNITION
Natalie Hagglund presented the donations, as follows: 
1. Stanwood-Camano School District received the following transportation costs:
    a. $2,191.40 from Cedarhome Elementary PTO for the Cedarhome Elementary first grade field trip to Camano Island State Park, kindergarten to Kayak Point State Park, third grade to Padilla Bay, crossing guards to Birch Bay Water Slides and the fifth-grade trip to the Anacortes Ferry Terminal for outdoor education at Camp Orkila,
    b. $1,526.66 from Elger Bay Elementary PTA for the Elger Bay Elementary fifth grade outdoor education field trip to the Anacortes Ferry Terminal for Camp Orkila, the first-grade trip to Woodland Park Zoo, the kindergarten trip to Kayak Point, and the third-grade trip to Whatcom Museum,
    c. $1,155.07 from Twin City Elementary PTA for the Hi-Cap trip to Camp Casey, first grade to Woodland Park Zoo, the fourth-grade trip to Cama Beach and the Crossing Guard trip to Birch Bay.
2. Utsalady Elementary Booster Club donated $893.37 to Stanwood-Camano School for a teacher stipend for the Utsalady Elementary fifth grade outdoor education experience at Warm Beach.
3. Rain Shadow Properties donated $942.24 to Utsalady Elementary for the Art Cart Program.
4. Guardians of the Children donated clothing and hygiene supplies, value $1,000, to the Stanwood-Camano School District McKinney-Vento program.

BUDGET UPDATE
Steve Lidgard, Executive Director of Business Services, reviewed the summary pages of the preliminary Fiscal Year (FY) 2018-19 Budget document. He reviewed the Capital Projects Fund, Debt Service Fund, Associated Student Body Fund, and the Transportation Vehicle Fund. The General Fund information was not available due to a technical issue at the Office of the Superintendent of Public Instruction (OSPI)). He said that enrollment projections are higher than last year and appropriate staffing have been calculated. Mr. Lidgard stated that the 2018-19 budget would be available for public inspection on July 10 and a budget hearing would be conducted at the August 21st board meeting.

CONSENT AGENDA
Al Schreiber made a motion to approve Consent Agenda items, 1-8, listed below. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.  
1. Donations.
2. Stanwood High School Yearbook Camp Field Trip, July 13-16, 2018, Tacoma.
3. Request to Solicit Students to Participate in the World Strides Field Trip to Alaska in June 2019.
4. Interlocal Agreement with the Washington Schools Information Processing Cooperative (WSIPC) Authorizing the use of WSIPC Bids for the Procurement of Goods and Services.
5. Personnel Consent Agenda.
6. Revised 2018-21 Building Administrator Agreement.
7. Stanwood High School Percussion Studio Field Trip to Central Washington University Summer Percussion Camp, July 20-21, 2018, Ellensburg.
8. 2018-19 Agreement with Vector Solutions Education for the Exceptional Child Module.

ITEMS BROUGHT UP BY BOARD MEMBERS 
Ken Christoferson appreciated the budget report and is thrilled to see the progress on the new high school; community members have also expressed their excitement.

Natalie Hagglund thanked all the staff who have contributed on the budget process.

Al Schreiber enjoyed the high school graduations and he looks forward to good year in fall.

Julie Dean wished everyone to have a happy and safe 4th of July.

Board members reviewed the tentative board calendar for 2018-19 and Julie Dean suggested to start board meetings at 6:00 p.m. to enable families and staff to be home earlier when they attend evening meetings. The change would begin August 21st.

Dr. Shumate noted that the month of April had one board meeting scheduled before spring break and a special meeting could be added later in the month, if needed.

ADJOURNMENT
Julie Dean adjourned the regular meeting at 1:27 PM.
