BOARD OF DIRECTORS
MINUTES OF THE FEBRUARY 6, 2018, REGULAR BOARD MEETING 
 
CALL TO ORDER
Julie Dean, Board President, called the meeting to order at 12:15 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Roger Myers, Ken Christoferson, Al Schreiber, and Julie Dean.

EXECUTIVE SESSION
Julie Dean excused the Board for executive session at 12:16 p.m. to review the performance of a public employee for approximately 45 minutes. The executive session ended at 12:58 PM. No action was taken.

RECONVENE REGULAR MEETING
Julie Dean reconvened the regular meeting at 1:02 PM.

FLAG SALUTE
Julie Dean led the Pledge of Allegiance.
 
APPROVAL OF AGENDA
Al Schreiber made a motion to approve the Agenda for the February 6, 2018, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.
 
APPROVAL OF MINUTES
Ken Christoferson made a motion to approve the Minutes of the January 16, 2018, Special Board Retreat. Roger Myers seconded the motion; it was voted on and approved unanimously.

Roger Myers made a motion to approve the Minutes of the January 16, 2018, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

SUPERINTENDENT’S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS AND RECOGNITION
Natalie Hagglund presented the donations, as follows: 1. General Mills, Box Tops for Education program, donated $218.30 to Port Susan Middle School and $1,045.00 to Utsalady Elementary. 2. Old North State Trust, LLC., donated $250.00 to Utsalady Elementary. Sarah Oldow’s class participated in an art competition through the Burlington Outlet Mall and received Second Place. 3. Stanwood Band Boosters donated $170.00 to support the Stanwood High School Band Solo Ensemble. 4. Utsalady Elementary Booster Club donated $10,000, from the Stillaguamish Tribe of Indians, to Utsalady Elementary. The donation purchased 28 iPads for students, charging stations, cables, and 6 Osmo Genius kits. 5. Stanwood Booster Club donated $10,000, from the Stillaguamish Tribe of Indians, to Stanwood High School swim program. The donation purchased a Colorado Time System (Infinity series start system and Aquagrip gutter-hung touchpads) for the boys and girls swim teams.

FEBRUARY ENROLLMENT
Steve Lidgard, Executive Director of Business Services, reported on the enrollment for the month of
February. The actual enrollment was 4,430.16 Full-Time Equivalent (FTE), which averaged 62.7 FTE above the projected budget.

CAPITAL PROJECTS
Gary Platt, Executive Director of Capital Projects, gave the capital projects monthly report. He covered the overall fund update, bond projects and the Facilities and Technology Levy. The new high school site improvement work is planned for this spring and an updated timeline was presented.

CONSENT AGENDA
Natalie Hagglund made a motion to approve Consent Agenda items, 1-17, listed below. Al Schreiber seconded the motion; it was voted on and approved unanimously.

3. The First Reading of Personnel Policy 5271, Reporting Improper Governmental Action.
4. First Reading for the Removal of Personnel Policy 5281, Disciplinary Action and Discharge.
5. the First Reading of Personnel Policy 5309, Non Represented Employee Compensation and Benefit Policy.
6. the Second Reading/Adoption of Community Relations Policy 4040, Public Access to District Records.
7. Contract Extension with Blue Water Behavioral Consulting.
8.  Overlake Hospital Medical Center Specialty School for Special Services.
9.  Purchase of Busses: One 12-Passenger School Bus, One 20-Passenger School Bus, and three 78-Passenger School Busses.
10. Contract with EHS-International, Inc., to Provide Hazardous Materials Testing.
11.  Amendment #1 and #2 to the Contract with McGranahan Architects Correcting an Error in the Fee Schedule, and to Provide Additional Engineering Services Related to Phase 1 - New High School Site Work.
12.  Contract with Welsh Commissioning Group, Inc., to Provide Commissioning Services for the New Stanwood High School and the New Alternative Learning Center.
13.  Amendment #1 to the October 18, 2016, Contract with Associated Earth Sciences, Inc. (AESI).
14.  Addendum #4 to the Master Agreement with Pelletier+Schaar Architects for 2018 and approval of Pelletier+Schaar Architect's Scope of Work Proposals for the Following Projects:
    a. Exterior painting, cleaning, and repairs at Stanwood Middle School and Cedarhome Elementary.
    b. Flooring Replacement at Stanwood Middle School.
    c. Portable classroom improvements an modifications at various locations.
15. Letter of Agreement with Public School Employees of Stanwood-Camano (PSE) for Additional Clarification for Bus Drivers Related to Cancelation of Routes.
16. Personnel Consent Agenda. 
17.  Contract Extension with David Duzan, Educational Consultant.

ITEMS BROUGHT UP BY BOARD MEMBERS 
Roger Myers announced that the WSSDA Regional Meeting would be held on March 1st in Mount Vernon and he encouraged everyone to cast their ballots on the levy measure.

Natalie Hagglund commented on the generosity of the Stillaguamish Tribe of Indians’ donations.

Al Schreiber thanked all of the staff responsible for making nearly 126 levy presentations.

Dr. Shumate was looking forward to Tuesday, election day.
