STANWOOD-CAMANO SCHOOL DISTRICT
BOARD OF DIRECTORS
MINUTES OF THE DECEMBER 5, 2017, REGULAR BOARD MEETING 
 
CALL TO ORDER
Julie Dean, Board President, called the meeting to order at 1:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Roger Myers, Ken Christoferson, Al Schreiber, and Julie Dean.

FLAG SALUTE
Julie Dean led the Pledge of Allegiance.
 
APPROVAL OF AGENDA
Al Schreiber made a motion to approve the Agenda for the December 5, 2017, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.
 
APPROVAL OF MINUTES
Ken Christoferson made a motion to approve the Minutes of the November 21, 2017, Regular Board Meeting. Roger Myers seconded the motion; it was voted on and approved unanimously.

OATH OF OFFICE
Dr. Jean Shumate, Superintendent, administered the Oath of Office to Directors, Al Schreiber and Roger Myers, for a 4-year term.

REORGANIZATION OF BOARD
Roger Myers made a motion to nominate Julie Dean as Board President; Natalie Hagglund seconded the motion. No other nominations were made. The motion was voted on and approved.

Ken Christoferson made a motion to nominate Al Schreiber as Board Vice President; Natalie Hagglund seconded the motion. No other nominations were made. The motion was voted on and approved.

COMMENTS BY CITIZENS
There were no comments.

SUPERINTENDENT’S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS AND RECOGNITION
Natalie Hagglund presented the donations, as follows: 
1. Tom and Carol Curtis donated a Roland HP-230 Electronic Piano, value $650.00, to the band program at Stanwood Middle School.
2. Stanwood-Camano School District received the following transportation donations:
a. $889.06 - Cedarhome Elementary PTO for the kindergarten and 4th grade field trips to “The Farm” in Snohomish.
b. $802.38 – Stanwood Elementary PTO for the 4th grade field trip to “The Farm” in Snohomish, 3rd grade field trip to “The Pumpkin Farm” in Mount Vernon, and the 1st grade field trip to the Woodland Park Zoo in Seattle.
c. $744.22 – Stanwood High School Booster Club (sports account) for the Cross Country Team field trips to Cama Beach and Padilla Bay, and the Volleyball Team field trip to Yakima.

Christine Del Pozo, Stanwood High School Principal, received an appreciation letter from Gayle Richards, Donor Resources Representative from Bloodworks Northwest, recognizing the Stanwood High School Leadership Students for organizing a blood drive on November 20th. They collected 34 pints of blood and there were 21 first-time donors.

DECEMBER ENROLLMENT
Steve Lidgard, Executive Director of Business Services, reported on the enrollment for the month of December.  The actual enrollment was 4,423.34 Full-Time Equivalent (FTE), which averaged 61.22 FTE above the projected budget.  

FINANCIAL REPORT, OCTOBER 2017
Steve Lidgard, Executive Director of Business Services, reported on the financial reports for the month of October 2017. He reviewed the Executive Summary and information about the general fund balance.

CONSENT AGENDA
Natalie Hagglund made a motion to approve Consent Agenda items, 1-14, listed below. Al Schreiber seconded the motion; it was voted on and approved unanimously.  

1. Donations.
2. Stanwood High School Girls Basketball Team Field Trip, December 27-30, 2017.
3. First Reading of Revised Instruction Policy 2410, High School Graduation Requirements.
4. First Reading of Revised Student Policy 3141, Admission of Non-Resident Students.
5. Second Reading/Adoption of New Student Policy 3144, Release of Information Concerning Student Sexual and Kidnapping Offenders.
6. Group Use Agreement with the YMCA of Greater Seattle for Cedarhome Elementary Outdoor Educational and Environment Experience at Camp Orkila on Orcus Island, June 4-6, 2017.
7. Final Acceptance of the Stanwood Middle School Window Replacement Project Performed by Tatley Grund, Inc. effective November 17, 2017.
8. Bidding, Contracting, or Purchasing for the Following Projects:
a. Asphalt parking lot repairs and resurfacing at the Transportation Facility, Cedarhome, Stanwood, Twin City, and Utsalady Elementary schools, Port Susan and Stanwood Middle Schools,
b. Renovate athletic field to improve drainage at Port Susan Middle School,
c. Portable classroom exterior paint, roofing and repairs at Twin City and Stanwood Elementary Schools, Stanwood Middle and Port Susan Middle Schools,
d. Replace flooring and make repairs in other interior areas at Stanwood Middle School,
e. Paint school exterior at Cedarhome Elementary and Stanwood Middle School.
9. District and School Improvement Plans (a-l) listed below:
Cedarhome, Elger Bay, Stanwood, Twin City and Utsalady Elementary Schools, Port Susan and Stanwood Middle Schools, Lincoln Academy, Lincoln Hill High School, Stanwood High School, Saratoga School and the District Improvement Plan.
10. Heritage Bank as the Official Bank of the Stanwood-Camano School District.
11. Teachers Out-of-Area Endorsement Assignments.
12. Personnel Consent Agenda.
13. Interlocal Agreement with the Educational Service District#112 to Participate in the E-Rate Consortium, September 1, 2017, through August 31, 2020.
14. Letter of Authorization and Commitment (E-Rate Letter of Agency) with the Office of the Superintendent of Public Instruction and the K-20 Educational Network.

ITEMS BROUGHT UP BY BOARD MEMBERS 
Ken Christoferson appreciated the budget information.

Al Schreiber was grateful for all in the District.
