BOARD OF DIRECTORS
MINUTES OF THE AUGUST 7, 2018, REGULAR BOARD MEETING 
 
CALL TO ORDER
Julie Dean, Board President, called the meeting to order at 1:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, Al Schreiber, and Julie Dean.

FLAG SALUTE
Jonathan Hagglund led the Pledge of Allegiance.
 
APPROVAL OF AGENDA
Natalie Hagglund made a motion to approve the Agenda for the August 7, 2018, Regular Board Meeting. Ken Christoferson seconded the motion; it was voted on and approved unanimously.
 
APPROVAL OF MINUTES
Ken Christoferson, made a motion to approve the Minutes of the July 3, 2018, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

COMMENTS BY CITIZENS
There were no comments.

SUPERINTENDENT’S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS AND RECOGNITION
Natalie Hagglund presented the donations, as follows: 
1. Sharon Hanson donated a metal filing cabinet, valued at $391.30, to the Stanwood Middle School band program.
2. The Stanwood-Camano School District received the following donations:
a. Alliance for a Healthier Generation, $200 Target eGiftcard to the food services department to create healthier learning environments for students,
b. Cedarhome Elementary PTO, $300 for a Cedarhome Elementary STEM Club teacher stipend and $2,921.25 for three teacher stipends for outdoor education.
c. Stanwood Elementary PTO, $233.98 for Stanwood Elementary kindergarten field trip transportation costs to the Everett Children’s Museum, 
d. Twin City Elementary PTA, $189.84 for Twin City Elementary kindergarten field trip transportation costs to Kayak Point and $974.51 for a teacher stipend for outdoor education,
e. Utsalady Booster Club, $635.28 for Utsalady Elementary field trip transportation costs: 4th grade to Whatcom Museum and kindergarten to Everett Children’s Museum,
f. Stanwood Middle School PTO, $2,346.26 for Stanwood Middle School field trip transportation costs: 6th grade to Kayak Point, 7th grade to Everett Skate Deck, 8th grade to Bullwinkles and Highest Honors to Stanwood Cinema and Amigos.

CAPITAL PROJECTS UPDATE
Gary Platt, Executive Director of Capital Projects, reported on the capital projects overall funding status, bond project updates for the new Stanwood High School, Alternative Learning Center, and the Facility and Technology Maintenance Building, and the facilities and technology levy update.

FINANCIAL REPORT 
Steve Lidgard, Executive Director of Business Services, reported on the financial reports for the month of June 2018 and he reviewed the executive summary.

BUDGET UPDATE
Steve Lidgard reported that the 2018-19 budget was completed by the July 9th deadline and changes have already been made. School board policies and advisories from OSPI were utilized for budgeting. This has been the most comprehensive change in State funding models, including salary and substitute compensation. New guidelines are in place to track the local levy funds in the general fund.

Maurene Stanton, Executive Director of Human Resources, shared information on staff changes.

CONSENT AGENDA
Al Schrieber made a motion to approve Consent Agenda items, listed below. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.
1. Donations.
2. 2018-19 Student Fee Schedule.
3. Final Acceptance of the Cedarhome Elementary and Stanwood Middle School Exterior Painting Project Performed by Depaolo Painting, Effective July 17, 2018.
4. Personnel Consent Agenda.
5. Bills and Payroll.

ITEMS BROUGHT UP BY BOARD MEMBERS 
Al Schreiber thanked everyone for keeping everything on track and moving forward.

Ken Christoferson appreciated the budget information and thanked those sitting in the audience. He said that board members have been making calls and trying to get answers on how things are being defined at OSPI and he hopes that there will be some clarification so that a fair proposal for all can be reached once we have some answers.

Julie Dean agreed with the comments and gave encouragement for all to work together to educate our community and communicate the information and facts. Thank you to Steve Lidgard for his presentation.
