BOARD OF DIRECTORS
MINUTES OF THE NOVEMBER 18, 2008, REGULAR MEETING

CALL TO ORDER
Roger Myers called the meeting to order at 7:00 PM. Board members in attendance were: Roger Myers, Ken Christoferson, Darlene Hartley, Julie Dean, and Pat Patterson. Student advisors, Alex Keller and Anne Marie Olson was also present. Darlene Hartley led the Pledge of Allegiance.

APPROVAL OF AGENDA
Darlene Hartley made a motion to approve the agenda. Julie Dean seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Julie Dean made a motion to approve the minutes of the November 4, 2008, Regular Board Meeting. Ken Christoferson seconded the motion; it was voted on and approved. (correction added 12-2-08) Pat Patterson recused himself because he did not attend the November 4th meeting.

SPECIAL REPORT: Enrollment Projection and Financial Impact
Superintendent Jean Shumate announced a special report presentation by Gary Platt, Executive Director of Business and Operations, regarding the impacts of the faltering economy. Mr. Platt said that enrollment has continued to decline and would result in a $307,000 revenue shortfall this year. Additional cost increases, specifically for special needs students’ legal requirements, may impact the district by another $548,159 for the 2008-09 budget. The district has begun implementing budget reductions to help offset the revenue loses and cost increases. Other budget concerns, such as state budget deficits, tax collection decreases, and fuel expenditures are projected to impact the FY 2009-10 budget and the district would be faced with additional budget reductions.

COMMENTS BY CITIZENS
Kevin Cruse, district maintenance employee, expressed his concern about the district's maintenance program and requested additional personnel to maintain the buildings.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate announced the following reports:

DONATIONS and RECOGNITIONS
Student advisor Anne Marie Olson presented the donations from O'Connor Photography and Heinz and Carol Roye. Student advisor Alex Keller read the recognitions for the Future Farmers of America (FFA) Trap Shoot Team and Agriculture Sales Team.

Student recognition: Cathy Britt, public information coordinator, introduced the Board of Directors' Shining Star Award recipients, Sully Hood from Cedarhome Elementary and Isabella Rehder from Elger Bay. They were recognized for their hard work and ability to overcome challenges. Principals and teachers praised the students for their individual accomplishments. Sterling Savings Bank manager, Mike Gibson, who has partnered with the district to recognize outstanding achievement, presented each student with movie tickets from Stanwood Cinemas. Board members presented certificates to each student.

Teacher of the Month: Cathy Britt announced that Brandi Smith, Stanwood Elementary second grade teacher, received the honor of being selected as the November Teacher of the Month. Students and fellow teacher, Kathi Getzinger, read in their own words reasons Mrs. Smith deserved the recognition. Sterling Savings Bank manager, Mike Gibson, presented Mrs. Smith with movie tickets from Stanwood Cinemas and a $50.00 gift certificate to Christine's restaurant.

FINANCIAL REPORT
Gary Platt, Executive Director of Business and Operations, reported on the October financial status. He reviewed the managers report; impacts of unanticipated program costs; fund balance; and food service report.

CONSENT AGENDA
Ken Christoferson made a motion to approve the consent agenda, listed below. Pat Patterson seconded the motion; it was voted on and approved unanimously.

2. Resolution 2008/09-002, 403 (b) Tax Sheltered Account Plan
3. Resolution 2008/09-003 Dissolution and Reapportionment of Directors' Districts, authorizing an election on March 10, 2009, for the purposes of dissolving the existing five director districts and reapportioning the district into four director districts and with one at-large director.
4. School Improvement Plans for 2008-09: Cedarhome Elementary; Elger Bay Elementary; Stanwood Elementary; Twin City Elementary; Utsalady Elementary; Port Susan Middle School; Stanwood Middle School; Lincoln Academy; Lincoln Hill High School; Stanwood High School, and Saratoga.

STUDENT ADVISORS' REPORT
Anne Marie Olson announced upcoming high school activities including teacher/parent conferences, jazz band competition/performance, Future Business Leaders of America (FBLA) conference, and Knowledge Bowl match.

Alex Keller said that the girls swim team had 51 participants this year and broke many of the existing records. He said that Stanwood made history, sending its first-ever swimmer to state. Alisa Stang, a freshman, achieved the feat and swam in the 200 freestyle and 100 backstroke.

ITEMS BROUGHT UP BY BOARD MEMBERS
Roger Myers said that he appreciated that the high school girls' swim team was receiving recognition, as well as accomplishments of FFA.

Roger Myers adjourned the regular meeting at 8:00 PM.
