MINUTES

CALL TO ORDER
President Miranda Evans called the regular meeting to order at 1:00 p.m.

April 18, 2023 Regular Meeting Minutes
Director Charlotte Murry moved to approve the minutes for the April 18, 2023 Regular Meeting; seconded by Director Natalie Hagglund

SUPERINTENDENT'S REPORTS

  1. Donations: Deborah Rumbaugh
    Superintendent Rumbaugh presented the donations.

  2. Student and District Safety Update: Ryan Ovenell
    Ryan Ovenell, Deputy Superintendent, presented information on site security, safety assessments and a recent reunification drill; and on district safety committees, monthly building safety meetings, and student safety assessments. Discussion followed.

  3. Highly Capable Program Report: Ben Gauyan and Crysty Auckland
    Dr. Ben Gauyan, Assistant Superintendent of Teaching and Learning, introduced HiCap Coordinator, Crysty Aucklund, Ms. Aucklund presented an overview of the Highly Capable program, including the process for selection and identification of students,  instructional models for elementary and secondary, and current enrollment.  Ms. Aucklund shared positive reflections from students participating in the program.

  4. Isolation and Restraint Report (Policy 3246): Robert Hascall
    Robert Hascall, Executive Director of Special Services, presented the annual Isolation and Restraint Report which included comparison data on restraint and isolation occurrences, 2017-18 through 2022-23 (to date), and safe intervention trainings and strategies.

  5. Recognition: Teacher Appreciation Week May 8-12, 2023: Deborah Rumbaugh
    Superintendent Rumbaugh read the Teacher Appreciation Week Proclamation and thanked teachers for all of their work.

Superintendent Rumbaugh introduced and welcomed incoming Utsalady Elementary Principal, Dr. Michael Hanna, effective July 1, 2023.

CONSENT AGENDA
President Evans offered the Board an opportunity to pull and discuss any items on the consent agenda. Those attending the meeting were offered the opportunity speak to any items specific to the consent agenda. There being none, President Evans asked for a motion to approve Consent Agenda items 1 through 8; moved by Director Natalie Hagglund; seconded by Director Al Schreiber.

PUBLIC COMMENT
Citizens wishing to address the Board are asked to submit online requests using the PUBLIC COMMENT link or email INTERNAL LINK [email protected] two hours prior to the board meeting start time. For those attending the meeting in person, request forms are available in the boardroom for submission prior to meeting start time. Citizens who wish to provide documents to board members will hand them to the Recording Secretary for distribution after the meeting. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name for the record and will be allowed three minutes to speak.

1) Michelle Huntley addressed the Board regarding the district's support to uphold the rights of transgender students, as required by law, including access to bathrooms and locker rooms.

2) Samantha Smith addressed the Board regarding supporting transgender youth in the community.

SCHOOL BOARD DISCUSSION
There were no items for school board discussion.

ITEMS BROUGHT UP BY BOARD MEMBERS
Director Natalie Hagglund commented it has been a busy two weeks since the last meeting and shared about attending a second WSSDA educational equity training; attending the Washington State School Directors' regional meeting, adding it was a great opportunity to learn from other directors about what is happening in their districts; participating in the recent Employee of the Month recognition; and recently accepting a donation check from Haggen on behalf of the district. Director Hagglund reflected on the recent passing of former school board member Darlene Hartley, adding she was a long-time board member and her commitment to students and education was fiercely loyal.

Director Debbie Bayes’s shared she and Director Murry attended a recent regional convening of school directors and tribal leaders, adding she appreciated being invited and able to attend and hear the important discussions taking place; she expressed appreciation for tonight’s reports, and shared she was able to get to the high school’s plant sale.

Director Schreiber’s comments included being grateful for the donations; expressing appreciation for tonight’s reports; acknowledge Teacher Appreciation Week and thanking teachers; welcoming new principals Mike Washington and Michael Hanna; congratulating the Stanwood High School Band for their trip to Disneyland; announcing FBLA had 31 students at state competition, noting they did well and 13 students will go to nationals. Director Schreiber added Stanwood High School is hosting a Twilight Invitational Track Meet this Friday.

Director Murry’s comments included extending an invitation to attend the Chat with a Board Member event that she will be hosting at Stanwood Middle School this evening starting at 6:00 p.m.; sharing she enjoyed her site visits to Port Susan Middle School and Stanwood High School; appreciation for being able to attend the recent WSSDA regional meeting for directors; congratulating the business office staff for a clean audit; excitement for being able to attend the first ever tribal and school directors convening and the dialogue that was shared on how to better support tribal community students; and, reflecting on outcomes from the recent legislative session, including the bill passed to eliminate College in the High School fees for high school students. Director Murry added that while extra funds will be coming to schools it is still not enough and she hopes legislature can be pushed to fully fund education.

Director Evans apologized for missing the recent WSSDA regional meeting, noting that a lot of information is shared and she is glad other board members were able to attend. Director Evans shared tonight’s Chat with a Board Member session wraps up the series for this school year and these events will be scheduled for 2023-24; she noted there was increased attendance and looks forward to even more attending next year. Director Evans extended her appreciation to teachers in honor of Teacher Appreciation Week.

ADJOURN

Director Evans adjourned the regular meeting at 2:00 and announced the room will be reconfigured for the board study session to follow.
