CALL TO ORDER
President Miranda Evans called the meeting to order at 1:00 PM.

February 21, 2023 Regular Meeting Minutes  
Director Natalie Hagglund moved to approve the Minutes for the February 21, 2023 Regular Meeting; seconded by Director Charlotte Murry

PUBLIC HEARING
The Stanwood-Camano School District Board of Directors will open a Public Hearing to receive public comment on the proposed Director District boundary revisions, based upon the results of the 2020 U.S. Census data.

President Evans invited Ruth Floyd to the podium who provided Census and Director redistricting background, and affirmed information regarding the proposed redistricting has been posted on the website since February 21, 2023 and legal notices regarding the associated public hearing were published as required. Ms. Floyd invited President Evans to open the public hearing.

At 6:04 PM, President Evans opened a public hearing and invited comment on the proposed Director District boundary revisions, based on the results of the 2020 U.S. Census data. There was no comment. At 6:04 PM, President Evans closed the public hearing.

Ms. Floyd noted a Resolution for board approval regarding the proposed redistricting will come before the board at the March 21, 2023 regular meeting.

SUPERINTENDENT'S REPORTS

  1. Donations  
    Superintendent Rumbaugh presented the donations.

  2. Enrollment Report - Deborah Rumbaugh (attachment available March 7)
    Superintendent Rumbaugh presented the enrollment report for March 2023, noting the district is down two students from last month but 96 students over projection for this time last year.

  3. Lincoln Hill High School, Lincoln Academy, Saratoga School Report and Shining Stars - Ryan Pike
    Principal Ryan Pike presented strategies and progress toward achieving AAP (Academic Achievement Plans) goals for the programs at Church Creek Campus: Lincoln Hill High School, Lincoln Academy, and Saratoga School.

    Student Shining Stars from each program were recognized and celebrated by all:
    Saratoga School: Grayson Morin
    Lincoln Academy: Tayien Martin
    Lincoln Hill High School: Miriam Hartell

  4. District and WSRMP Risk Management Program Status Report - Ruth Floyd and Washington Schools Risk Management Pool (WSRMP) staff provided an annual report to the board on risk management services, trainings, and reporting processes. Ruth Floyd added to the report with district specific claim information, safety and security strategies in place, and information on the Workers Compensation Pool with regard to training, certain pre-placement screening and safety committee work. Discussion followed.

  5. Northwest Regional Data Center (NWRDC) and Washington School Information Processing Cooperative (WSIPC) Services Update - Ruth Floyd
    Ruth Floyd, Executive Director of Business Services, informed the board of a rate increase for services provided by the Northwest Regional Data Center and the Washington School Information Processing Cooperative noting these are systems that provide the district's fiscal, human resources, and student information data.

  6. Educational Support Professionals Week (Classified Staff), March 13-17, 2023 - Deborah Rumbaugh
    On behalf of the Board and herself, Superintendent Rumbaugh read the attached Proclamation recognizing March 13-17, 2023 as a week of special observance for Education Support Professionals and thanked support staff for their instrumental work with students. 

CONSENT AGENDA

President Evans offered those in attendance and board members an opportunity to speak to any items on the Consent Agenda. Director Schreiber pulled Consent Item #2, Second Reading, Policy 1610 Conflicts of Interest, for discussion. There being no further comment, Director Natalie Hagglund moved to approve Consent Agenda Items 1 and 3 through 7; seconded by Director Al Schreiber

  1. Approve Donations

  2. Approve the Second Reading of Policy 1610 Conflicts of Interest.

  3. Approve the Second Reading of Policy 3131 District Attendance Area Transfers.

  4. Approve field trips as follows:
    a) Stanwood High School FBLA to State FBLA competition, April 19 through 22, 2023, Spokane, Washington.

  5. Approve the Professional Services Agreement with AMN Allied Services, LLC, to provide student physical therapy services, April 10, 2023 through the end of the 2022/23 School Year.

  6. Approve the 2023 Asset Preservation Program (APP) Annual Facility Report.

  7. Approve the Personnel Report for March 7, 2023.     

DISCUSSION
Director Schreiber asked for and received clarification regarding section "C" regarding  substitute teachers.

Director Al Schreiber moved to approve Consent item #2, Second Reading Policy 1610 Conflicts of Interest; seconded by Director Charlotte Murry.

PUBLIC COMMENT

Citizens wishing to address the Board are asked to submit online requests using the PUBLIC COMMENT link or email INTERNAL LINK [email protected] two hours prior to the board meeting start time. For those attending the meeting in person, request forms are available in the boardroom for submission prior to meeting start time. Citizens who wish to provide documents to board members will hand them to the Recording Secretary for distribution after the meeting. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name for the record and will be allowed three minutes to speak.

There was no public comment.

SCHOOL BOARD DISCUSSION

  1. First Reading Policy 1250 Students on Governing Boards
    The board discussed wording in the last paragraph of proposed policy 1250 Students on Governing Boards regarding student advisors and advisory voting. It was agreed there would be further revisions to 1250. 

  2. Board Goals Document 2022-23 
    President Evans facilitated discussion regarding the board goals document containing a newly added equity section. The updated board goals will be posted to the website.

  3. Book Study, Marc Brackett, Permission to Feel, Chapter 9
    Superintendent Rumbaugh facilitated the book study discussion. Board members shared their thoughts on Chapter 9: Emotions at Home.

ITEMS BROUGHT UP BY BOARD MEMBERS
Director Natalie Hagglund encouraged everyone to attend the high school musical this Friday and Saturday at the Stanwood High School Performing Arts Center (PAC). Director Hagglund added her appreciation for Education Support Professionals and the vital work they perform in the district and on behalf of students.

Director Bayes expressed appreciation for Principal Pike's report on Church Creek Campus programs and hearing about the unstuck strategies in place for students.

Director Murry shared appreciation for today's report and information shared. 

Director Evans thanked staff for their hard work; shared she is excited about the upcoming musical at the high school; and, urged those who haven't taken the community survey that is posted on the website to do so, adding it is an opportunity to provide input on how the district is doing.
