MINUTES

CALL TO ORDER - 1:00 PM
Board President Miranda Evans called the meeting to order at 1:00 p.m.

ROLL CALL
Board Members Present: Miranda Evans, Charlotte Murry, Al Schreiber, Natalie Hagglund
Board Members Absent: Debbie Bayes, excused

President Evans announced two opportunities within the agenda for public comment.

President Evans led the Pledge of Allegiance.

APPROVAL OF AGENDA
Director Murry moved to approve the agenda for the August 8, 2023 Regular Meeting; seconded by Director Schreiber.

APPROVAL OF MINUTES
July 5, 2023 Regular Board Meeting
Director Hagglund moved to approve the minutes for the July 5, 2023 Regular Board Meeting; seconded by Director Schreiber.

SUPERINTENDENT'S REPORTS

  1. Donations: Deborah Rumbaugh
    Superintendent Rumbaugh presented the donations.

  2. June Financial Report: Ruth Floyd
    Ruth Floyd, Executive Director of Business Services, presented the district's financial status for June 2023; she highlighted the Executive Summary, Budget Status Reports, Budget Capacity Report, and presented a Food Service Program Report.

  3. 2023-24 Meal Prices - Deborah Rumbaugh
    Superintendent Rumbaugh presented the recommended meal price update for the 2023-2024 school year; she shared that the increase, which is required by the National School Lunch Program, will be staggered over the next two school years and that the increase will not impact Free and Reduced lunches. Superintendent Rumbaugh also highlighted that the price increase will not impact student breakfast prices. Discussion followed.

CONSENT AGENDA

President Evans offered anyone in attendance the opportunity to speak to items on the Consent Agenda; she offered board members the opportunity to pull any items for discussion. There being none, Director Schreiber moved to approve Consent Agenda items 1 through 18; seconded by Director Hagglund.

  1. Approve the Donations

  2. Approve the Memorandum of Understanding with the Public School Employees of Stanwood-Camano to reduce identified classifications' contracts by one day for the 2023-2024 school year

  3. Approve the Letter of Agreement with the Public School Employees of Stanwood-Camano for the 2023-2024 school year outlining the process of assigning additional time to paraeducators who have experienced a time loss of 15 or more minutes a day

  4. Approve the Letter of Agreement with the Public School Employees of Stanwood-Camano for the 2023-2024 school year outlining the process to incentivize recruitment of bus drivers

  5. Approve the Letter of Agreement with the Public School Employees of Stanwood-Camano outlining the process to compensate paraeducators who will exceed seven personal leave days for the 2023-2024 school year

  6. Approve the Letter of Agreement with the Public School Employees of Stanwood-Camano outlining the process to cover paraeducator positions when no substitutes are available

  7. Approve the First Amendment to the Superintendent's Contract to reflect three furlough days during the 2023-2024 school year to reflect budget reductions

  8. Approve the Final Acceptance of the Port Susan Middle School Roof Replacement Project 

  9. Approve the Partnership Contract with the Skagit Valley College Open Doors Program for the 2023-2024 school year

  10. Approve the Updated Salary Schedule for Non-Represented Employees

  11. Approve the Updated Salary Schedule for Building Administrators

  12. Approve the Public School Employees (PSE) Collective Bargaining Agreement for 2023-2026

  13. Approve the Professional Services Agreement between Gersh Academy and the Stanwood-Camano School District to provide out-of-district placement for services not available within the district

  14. Approve the Washington Guaranteed Admissions Program (WAGAP) Data Sharing Agreement to support a college-going culture and guaranteed admissions efforts at Central Washington University, Eastern Washington University, The Evergreen State College, Washington State University, and Western Washington University

  15. Approve the 2023-2024 Student Fee Schedule 

  16. Approve the 2023-2024 Meal Prices

  17. Approve the Personnel Report dated August 8, 2023 

  18. Approve the Bills and Payroll

PUBLIC COMMENT

Citizens wishing to address the Board are asked to submit online requests using the PUBLIC COMMENT link or email INTERNAL LINK [email protected] two hours prior to the board meeting start time. For those attending the meeting in person, request forms are available in the boardroom for submission prior to meeting start time. Citizens who wish to provide documents to board members will hand them to the Recording Secretary for distribution after the meeting. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name for the record and will be allowed three minutes to speak.

There was no public comment.

SCHOOL BOARD DISCUSSION
There were no items for school board discussion.

ITEMS BROUGHT UP BY BOARD MEMBERS
Director Hagglund commented while it was good to have a break and rest, it is good to back. 

Director Schreiber expressed his gratitude for the donations; he also shared his appreciation to the staff for all of their work behind the scenes.

Director Murry shared that she is excited for the upcoming school year and that she is grateful that the new curriculum will arrive on time, allowing staff the time to familiarize themselves with the curriculum. Director Murry also shared that she is excited about the district starting some conversations about electric buses.

Director Evans commented that we are back on track as many staff return to work this week. She also noted that the Friday Family Message has also evolved into a Community Connections newsletter, which is available to anyone who signs up online to receive this, adding this is a great way to see what is happening in the district.

There being no further business, President Evans adjourned the meeting at 1:16 p.m.
