MINUTES
CALL TO ORDER
Board President Natalie Hagglund called the meeting to order at 5:00 p.m.

Student Advisors Present: Andrew Norton and Madalyn Thornton
EXECUTIVE SESSION
At 5:00 p.m., President Hagglund announced the directors would move into executive session until 6:00 p.m. to evaluate the performance of a district employee.
RECONVENE
At 6:00 p.m., President Hagglund closed the executive session and the regular meeting was reconvened.

Student Advisor Madalyn Thornton led the Pledge of Allegiance.

Director Schreiber moved to approve the Agenda for the May 17, 2022 Regular Board Meeting; seconded by Director Murry.

May 3, Regular Meeting Minutes
Director Christoferson moved to approve the Minutes for the May 3, 2022 Regular Board Meeting; seconded by Director Schreiber.

RECOGNITION
1. Student Advisor Recognition
President Hagglund facilitated the Student Advisor Service Recognition, presenting awards and certificates to Andrew Norton and Madalyn Thornton. All board members thanked Andrew and Madalyn for their service to the board.
Superintendent Rumbaugh presented Andrew and Madalyn each with a WASA Region 109 Student Leadership Award. The Student Leadership Award recognizes student leaders who have created or played a significant leadership role in initiatives or programs that promote inclusivity, access, Equity, or social justice in their school and community. Dr. Rumbaugh read from the students' nomination information:
"Madalyn Thornton has demonstrated leadership and advocacy in her role as a student advisor to the school board. Madalyn' s voice ensures that the school board, community and superintendent understand and act on the needs and successes of her school. Madalyn is an advocate for all voices, and ensures everyone' s perspective is appreciated. Madalyn' s humble and genuine leadership style are essential to the success of schools in what has been a polarizing time.
Andrew Norton' s approach to leadership can be described as: upbeat, engaging, positive and encouraging. Andrew tends to see the positive in those around him, and in the circumstances surrounding schools. While always authentic and honest, Andrew will always lead from a place of seeing the best in others! Andrew, in his role as student advisor to the school board, takes his role seriously and provides the board with essential updates about his school and community. We appreciate Andrew' s ability to lead by example."

Donations - Deborah Rumbaugh
Andrew Norton presented the Donation. -
April Financial Report - Steve Lidgard
Steve Lidgard, Executive Director of Business Services, presented the April 2022 Financial Report, noting a Fund Balance of $9,537,008.12, an increase of $1,823.452.44 from March. Mr. Lidgard highlighted information from the Object Summary (salaries and benefits), General Fund, Capital Project Fund, Debt Service Fund and Transportation Vehicle Fund. Mr. Lidgard noted one of the three buses ordered has arrived and shared this year's audit has been completed and the official audit report will be available on the State Auditor's website on May 19th.

Equity Update - Maurene Stanton
Maurene Stanton, Executive Director of Human Resources, presented updates including staff professional development that has taken place for 2021-22 and plans for 2022-23, work of the student equity and equity leadership teams and upcoming projects for 2022-23, including development of a Board Equity Policy. Discussion followed. -
Utsalady Elementary School Report - Julie Echols
Principal Julie Echols presented data on student enrollment and growth in meeting English Language Arts, Math and Science standards; she shared detailed information on Utsalady Elementary's recent designation and process for becoming a Special Olympics Unified Champion School, and highlighted 2022-23 school goals will focus on inclusionary practices and tiered interventions. Discussion followed.
CONSENT AGENDA
An opportunity for the board and attendees to comment on the Consent Agenda was provided. Director Hagglund asked for clarification on Consent item #5, Out of Area Endorsement, and approving at the end of the year versus the beginning of the year. Ryan Ovenell, Executive Director of Human Resources (Certificated), clarified students come in throughout the year and don' t always know the courses they are going to take so courses are added; if there is not staff endorsed specifically for that course, an out of area endorsement is needed.
Director Murry moved to approve the Consent Agenda, items 1 through 8; seconded by Director Schreiber

- Adopt Resolution 2021/2022-008 Delegating Authority to the Washington Interscholastic Athletics Association (WIAA) regarding interschool activities.
- Approve Out-of-Area Endorsements.
- Approve the Letter of Agreement with the Public School Employees of Stanwood-Camano to provide incentive pay to prospective bus drivers who complete required Commercial Drivers' License and district-related training, and subsequent employment requirement.
- Approve the Personnel Consent Agenda dated May 17, 2022.
- Approve Bills and Payroll.

There were no comments or questions and Policy 5211 moved forward to a second reading. -
Board Goals Progress Check
Director Hagglund facilitated the goals progress discussion. The board agreed their working goals would remain as listed. Discussion included receiving information from schools on upcoming events (for optional board participation); adding school visits to board member schedules, revisiting the board role description to align with the strategic plan; and planning community forums in the 22-23 school year.
STUDENT ADVISOR REPORTS
Andrew Norton announced the AWSL (Association of Washington Student Leaders) will be holding their fall conference at Stanwood High School; he shared May has been a busy month for events, including senior night, prom, mental health week, clubs, and sports; he shared the FBLA competed at state and six students are heading to Chicago in June for a national competition, as is the TSA club for a competition in Dallas, and the German and Spanish clubs are hosting a culture night on May 19. Andrew thanked the Board for allowing him to serve as a student advisor for the past two years and expressed his appreciation for the opportunity to be a student in the Stanwood-Camano School District.
Madalyn Thornton reported it has been a busy spring for Lincoln Hill High School and shared about the April 22 Pancake Breakfast, April 29 Spring Social, and May 6 Open Mic events, adding they were all successful. Madalyn shared additional help for students is still being offered on Thursday nights, graduation is June 14, the Equity Club will have a pride booth at the upcoming parade, Student Council meets on May 18, and students are working on activity backpacks for Ukraine.
ITEMS BROUGHT UP BY BOARD MEMBERS
Director Schreiber' s comments included thanking student advisors for their service and running tonight' s meeting; congratulating sports teams on how well they are doing; acknowledging John Russell' s presence at the meeting and adding his appreciation for the efforts of the citizens group to keep district funding stable; and thanking Dr. Echols and Maurene Stanton for their reports.
Director Murry thanked the student advisors for doing an excellent job this year, adding it has been a pleasure to work with them. Director Murry shared she is excited to hear more about the Special Olympics program, adding she would like to see it spread to more schools in the district; she is excited for the sports and academics teams and how well they are doing; and she shared she is excited for graduation.
Director Christoferson thanked those who reported, adding the last two years have been challenging but there are many good things happening as the district moves forward and he looks forward to hearing about this in future reports. Director Christoferson reflected on the great work being accomplished by the equity teams and the opportunities it presents to the schools, adding he is thankful there are people committed to taking this on.
Director Hagglund thanked everyone for attending, in person and virtually; she thanked the student advisors for their service, adding she will see them at graduation and looks forward to shaking their hand and presenting diplomas.
Superintendent Rumbaugh thanked Andrew and Madalyn for their time and commitment as student advisors, and shared she looks forward to developing a district equity policy and procedure. Dr. Rumbaugh shared about a "teaching moment" photo she saw of Officer McCurry helping a student learn how to change a flat tire, adding it reflects on our community and how we take care of each another.
