MINUTES OF THE MARCH 5, 2019, REGULAR BOARD MEETING
CALL TO ORDER
Al Schreiber, Board President, called the meeting to order at 1:00 PM in the Administration & Resource Center Boardroom.
ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, Chad Lewis, Julie Dean, and Al Schreiber.
FLAG SALUTE
Ryan Ovenell, Principal of Lincoln Hill High School/Lincoln Academy/Saratoga School, led the Pledge of Allegiance.
APPROVAL OF AGENDA
Chad Lewis made a motion to approve the Agenda for the March 5, 2019, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.
APPROVAL OF MINUTES
Julie Dean made a motion to approve the Minutes of the February 19, 2019, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.
SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:
DONATIONS
The donations were presented by Natalie Hagglund, as follows.
- The Stanwood-Camano School District received the following transportation donations:
- $171.88 from Skagit Symphony for Twin City Elementary 4th grade field trip to attend the symphony at McIntyre Hall in Mount Vernon,
- $292.60 from Twin City Elementary PTA for a 3rd grade trip to the Sparks Museum in Bellingham,
- $316.80 from Stanwood Booster Club - Sports Account, for Stanwood High School Boys' Basketball Tournament in Seattle and for the Girls' Wrestling Tournament in Sedro Woolley,
- $1,231.42 from Cedarhome Elementary PTO for the 4th grade field trip to the State Capital.
- Utsalady Booster Club donated $575.00 to Utsalady Elementary for the Kindergarten field trip to Imagine Children's Museum in Everett.
- Doug Smith donated an acoustic guitar, value $200, to Lincoln Hill High School.
WASHINGTON STUDENT ACHIEVEMENT COUNCIL AWARDS
Dan Johnston, Director of Assessment and Technology, and Executive Director of Human Resources (Certified), congratulated Principals Ryan Ovenell, Lincoln Academy, and Todd Klundt, Stanwood Middle School, for receiving recognition from the Washington Student Achievement Council for being above the state standards in enrolling eligible 7th and 8th grade students in the College Bound Scholarship program.
CAPITAL PROJECTS UPDATE
Gary Platt, Chief Financial Officer of Capital Projects, stated that six contractors, who were interested in bidding on the new alternative learning center, attended the "walk-through." Construction bids are due March 19th.
Liz Jamieson, Director of Capital Projects, showed pictures of the new high school construction site and explained the progress, to date. A live broadcast of the construction site, provided by Cornerstone General Contractors, is available on the internet and McGranahan Architects made a virtual walkthrough video of the new Stanwood High School, also available on the district website.
ENROLLMENT
Steve Lidgard, Executive Director of Business Services, reported on the enrollment for the month of March 2019. There were 4,443.73 Full Time Equivalent (FTE) students enrolled, which averaged 103.09 FTE above the projected enrollment.
CALENDAR UPDATE
Maurene Stanton, Executive Director of Human Resouces (Classified), explained that due to Governor Inslee's declaration of a "state of emergency", the district may request a waiver from the Office of Superintendent of Public Instruction (OSPI) of four days while keeping the required instructional hours. District staff were surveyed with two options and it was decided that the district waive four days, convert four Professional Development Wednesdays to full days, and the last day of school, June 25, would be a full day, no early release.
CONSENT AGENDA
Natalie Hagglund removed consent agenda item, #15, Personnel Consent, for discussion.
Chad Lewis made a motion to approve Consent Agenda items, 1-14 and 16, listed below. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

- Board approves the Interlocal Agreement with Mount Vernon School District Regarding a Small Works Roster
- Purchase of Three (3) 78-Passenger Buses
- Contract with Snohomish County Human Services to Provide Student Support Advocates
- Calendar Update for 2018-19, as follows: The District Requests Waiver of Four School Days from the Office of the Superintendent of Public Instruction (OSPI), Extend the School Year Three Days, convert Four Professional Development Late-Start Wednesdays to Full Days, and convert the Final Day of School to a Full Day of School.
DISCUSSION
Natalie Hagglund invited Maurene Stanton to discuss the Personnel Consent Agenda. Maurene introduced Cherea Almanza, Assistant Principal of Stanwood Middle School, who was selected to be the Principal of Port Susan Middle School, next year. Cherea thanked the Board and looked forward to her new position.
VOTE
Julie Dean made a motion to approve Consent Agenda Item #15, Personnel Consent Agenda. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.
COMMENTS BY CITIZENS
There were no comments.
ITEMS BROUGHT UP BY BOARD MEMBERS
Julie Dean congratulated district staff on the clean audit report. She was very proud.
Natalie Hagglund concurred and commented about the district's integrity and attention to detail. She also thanked staff for determining how the snow make-up days would help shorten the year. Natalie announced that the high school drama was performing "The Little Mermaid" on March 8 and 9, and the following weekend.
Al Schreiber also appreciated the staff and congratulated Cherea and thanked Tod Klundt, Principal of Stanwood Middle School, for his guiding role.
ADJOURNMENT
Al Schreiber adjourned the regular meeting at 1:35 PM.
STUDY SESSION
The Board of Directors' study session began at 1:45 PM for an informal discussion with the high school principals. Christine Del Pozo, Stanwood High School, and Ryan Ovenell, Lincoln Hill High School, shared information on the following topics: closing the achievement gap, resources, accomplishments and challenges. Mr. Ovenell also commented on the funding interventions from the Comprehensive and Low Graduation Rate Grant.
The study session ended at 3:40 PM. No action was taken.
