How to Report a Safety Concern

We know that when something happens at school involving your child, emotions run high.

Our goal is to help kids solve problems, learn from mistakes, and feel safe.

Most issues between students are one-time conflicts or disagreements that staff can quickly resolve. A much smaller number are legally considered Harassment, Intimidation, or Bullying (HIB).

Understanding the difference helps us respond faster and more effectively.

What Happens When You Report Something

When you report a concern, here’s what happens:

  1. We listen. School staff will hear your concern and gather the facts.
  2. We respond. We work to resolve the problem, teach skills, and support all students involved.
  3. We follow up. You’ll know how we’ve addressed it, even if the details about another student remain confidential.

Two Types of Reports

Incidents (Most Common)

  • Everyday conflicts: arguments, hurtful words, playground disputes
  • Usually isolated or between students who are classmates or friends
  • Addressed quickly by school staff

Harassment, Intimidation, or Bullying (HIB) (Rare)

HIB is defined by law and most often includes:

  • Harm: Physical injury, emotional harm, or damage to property
  • Repetition: It keeps happening OR is severe enough to cause lasting harm
  • Negative environment: Substantial disruption or creates unsafe learning conditions

If all three don’t apply, it’s likely not HIB — even if it was upsetting.

HIB Complaint: If it meets the legal definition, submit a formal statement using our easy online form below.

Why This Matters

Our priority is restoring safety and relationships. Most problems get resolved faster — and with less stress — when reported as incidents first.

We take every report seriously, but official HIB incidents are uncommon and require a formal investigation process, which take time and resources.

Building administration and district staff immediately review the report and begin taking the following steps:

  • Talk to the individuals involved

  • Notify others of the concern, if necessary

  • Establish a discipline and an individualized plan of support moving forward (Note: Per state and federal law, most student disciplinary records and actions taken by a school must remain confidential.)

Many safety reports reviewed by staff and our law enforcement partners are deemed not to pose a threat to the school or community. In those cases, state and federal law prohibit schools from disclosing information about the students involved or details of the safety concern.

Regardless, please be aware that every safety concern reported to us is thoroughly reviewed and addressed.

Stanwood-Camano Schools maintain a safe and secure learning environment for all students. In accordance with the Washington State RCW 28A.300.285 HIB, harassment, intimidation or bullying of students by other student, by teacher, by staff member, by parent or by volunteers is prohibited according to District Policy 3207 and Procedure 3207.

District Reporting Form 

Required

This form is used to file official Harassment, Intimidation, or Bullying (HIB) complaints that meet the definition of HIB OR to report an incident if concern does not meet the definition of HIB. 

Definition of Harassment, intimidation, or bullying (HIB):

Harassment, intimidation, or bullying means an intentional electronic, written, verbal, or physical act that:

  1. Physically harms a student or damages the student’s property;
  2. Has the effect of substantially interfering with a student’s education;
  3. Is so severe, persistent, or pervasive that it creates an intimidating or threatening educational environment; or
  4. Has the effect of substantially disrupting the orderly operation of the school.

Conduct that “has the effect of substantially interfering with a student’s education” will be determined by considering a targeted student’s grades, attendance, demeanor, interaction with peers, participation in activities, and other indicators.

If the situation does not meet the definition of HIB, please consider reporting an incident and an administrator will help.
