BOARD OF DIRECTORS
MINUTES OF THE DECEMBER 15, 2015, REGULAR BOARD MEETING

CALL TO ORDER
Ken Christoferson called the meeting to order at 6:15 PM in the Administration & Resource Center Boardroom.

EXECUTIVE SESSION
Mr. Christoferson excused the Board Members at 6:16 PM into Executive Session to evaluate complaints brought against a staff member for approximately 30 minutes.

RECONVENE REGULAR MEETING
Mr. Christoferson reconvened the Regular Board Meeting at 7:00 PM.

ROLL CALL
Board members in attendance were: Julie Dean, Al Schreiber, Darlene Hartley, Roger Myers, and Ken Christoferson. Silver Merideth and Riley Cunningham, Student Advisors, were in attendance.

FLAG SALUTE
Al Schreiber led the Pledge of Allegiance.

APPROVAL OF AGENDA
Julie Dean made a motion to approve the Agenda for the December 15, 2015, Regular Board Meeting. Al Schreiber seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Al Schreiber made a motion to approve the Minutes of the December 1, 2015, Regular Board Meeting. Roger Myers seconded the motion; it was voted on and approved unanimously.

COMMENTS BY CITIZENS
There were no comments.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
Silver Merideth and Riley Cunningham presented the following donations: (1) Sherry Carroll donated an Air Hockey Table, value $100, to Lincoln Hill High School for use in the student commons, (2) Windermere Foundation donated $500 to Utsalady Elementary to help families and students in need, and (3) Port Susan Middle School PTO donated $2,000 to Port Susan Middle School for the Accelerated Reader Program Enterprise Version.

AWARDS
Joy Rusko, Secretary to the Superintendent, introduced the Employee Awards for November.
- Classified Employee of the Month: Thumbelina Warriax, Port Susan Middle School Food Services; Director Don Vennetti read the nomination written by Doris Eastbury.
- Teacher of the Month: Shannon Austin, Stanwood Middle School; Principal Klundt read the nomination written by Ann Peterson.

Julie Dean and Roger Myers, on behalf of the Board, presented Certificates of Achievement. Superintendent Shumate presented framed photos for the employees. Tony Warner presented gift certificates to the recipients on behalf of Umpqua Bank (sponsor) in partnership with Stanwood Cinemas, and Dos Reales.

RECESS
Mr. Christoferson recessed the meeting at 7:10 PM for approximately 5 minutes to allow guests to leave; the meeting resumed at 7:15 PM.

FINANCIAL REPORTS
Gary Platt, Executive Director of Business Services, reported on the Monthly Financial Reports for November 2015. He reviewed the Executive Summary and food services report. He noted that the actual apportionment funds begin in January.

CONSENT AGENDA
Julie Dean made a motion to approve Consent Agenda items 1-9, listed below. Roger Myers seconded the motion; it was voted on and approved unanimously.

1. Donations
2. Request to Solicit Students to Participate in the Intercultural Student Experiences (ISE) Field Trip to Germany.
3. Second Reading/Adoption of Revised Instructional Policy 2410, High School Graduation Requirements.
4. Second Reading/Adoption of Revised Student Policy 3245 Isolation and Restraint of Students.
5. Interlocal Agreement with Washington State Center for Childhood Deafness and Hearing Loss, November 2, 2015 – June 30, 2016.
6. Purchase of Four – Blue Bird Type D Passenger Buses.
7. Capital Project Authorization for Contracting, Planning and Bidding for Fiscal Year 2015-16, as follows: CONTRACTING: Stanwood Middle School – roof replacement, Stanwood Elementary and Twin City Elementary – bell, clock, and intercom system replacement.
PLANNING AND BIDDING: Twin City Elementary – cafeteria, flooring, and restroom modernization, Stanwood Elementary – flooring and restroom modernization, Port Susan Middle School- kitchen renovations, Stanwood Middle School - industrial arts room renovation, Stanwood Middle School – exterior wall renovations, weatherproofing, and selected window replacement.

STUDENT ADVISORS REPORT
Silver Merideth reported that Lincoln Hill High School's Leadership Class helped the ASSIST students with breakfast at the Eat's Café, a holiday pancake breakfast was held December 17, parents are forming a booster club, and staff are choosing 15-20 students to attend training to become Natural Helpers in February.

Riley Cunningham shared Stanwood High School's activities: the Winter Wishes Week ends with an assembly, Ms. Britain won the holiday door-decorating contest, holiday decorations were hung in the commons area, candy canes decorated cars in the parking lot, free "swing" dance lessons were held after school, a senior cinema night was scheduled for December 16 in the PAC, and a collaborative committee meeting for suicide awareness was held in Lake Stevens December 16th.

ITEMS BROUGHT UP BY BOARD MEMBERS
Roger Myers expressed holiday wishes for all. He thanked Senator Patty Murray and Senator Lamar Alexander for working on legislation to pass Every Student Succeeds Act (ESSA), rewriting No Child Left Behind (NCLB) and he thanked Gary Platt for keeping the Board informed on capital projects.

Al Schreiber thanked Dr. Shumate and Gary Platt for presenting levy information at Warm Beach Camp. He also stated that Russel Wilson (Seattle Seahawk quarterback) attended the girls' basketball game at Stanwood High School to watch his sister play for Bellevue High School.

Natalie Hagglund said she enjoyed listening to the students' holiday choir concerts and felt inspired by their music.

Julie Dean looked forward to the New Year – 2016.

Ken Christoferson also thanked Gary Platt for the list of upcoming capital projects that was on the consent agenda. Holiday wishes were extended to all.

Jean Shumate thanked everyone for a great year and wished everyone to have a safe holiday and hoped all would be able to enjoy family and friends during the holiday season.

ADJOURNMENT
