MINUTES OF THE SEPTEMBER 20, 2016, REGULAR BOARD MEETING

CALL TO ORDER
Ken Christoferson called the meeting to order at 7:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Julie Dean, Natalie Hagglund, Roger Myers, Al Schreiber, and Ken Christoferson. Student advisors, Talon Pomerinke and Marlin Jones were in attendance.

FLAG SALUTE
Talon Pomerinke, Student Advisor, led the Pledge of Allegiance.

APPROVAL OF AGENDA
Julie Dean made a motion to approve the Agenda for the September 20, 2016, Regular Board Meeting. Roger Myers seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Al Schreiber made a motion to approve the Minutes of the September 6, 2016, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

STUDENT ADVISORS OATH OF OFFICE
Superintendent Jean Shumate administered the Oath of Office to the 2016-17 Student Advisors. Talon Pomerinke represents Lincoln Hill High School and Marlin Jones represents Stanwood High School.

COMMENTS BY CITIZENS
Kelly McGill, parent of Stanwood Elementary developmental preschool student, addressed the Board of Directors regarding the reconfiguration of the physical space for the developmental preschool program, including easy access to a bathroom facility.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

ASSESSMENT RESULTS 2015-16
Lloy Schaaf, Assistant Superintendent of Teaching and Learning, and Dan Johnston, Principal of Port Susan Middle School/Assessment Coordinator, reported on the results of the 2015-16 Smarter Balanced Test. There were strong results in English Language Arts in grades three through eight and strong results in math grades four through eight. Science results for grades five and eight had annual growth of +10.8 and +13.6 above the 2014-15 results. The high school results did not reflect the students that had previously met graduation requirements and were not required to take the annual tests for English Language Arts, Math and Biology End of Course.

ENROLLMENT
Gary Platt reported on the enrollment report for September 2016. The actual enrollment was 4,365.48 Full Time Equivalent (FTE), which was an increase of 115 FTE above budget. Staffing adjustments were made.

CONSENT AGENDA
Ken Christoferson removed item 9, Bills and Payroll, for discussion.

Roger Myers made a motion to approve Consent Agenda items 1-8, listed below. Al Schreiber seconded the motion; it was voted on and approved.
1. Copier Lease Agreement with Xerox Corporation for Stanwood Middle School.
2. Contract for Professional Services with Copin After Suicide, LLC for Suicide Prevention Presentation.
3. Enter into an Interlocal Agreement for E-Rate Consulting Services with Educational Service District #112 for the 2017-18 School Year.
4. Purchase Laptop Computers from Apple, Inc. for Secondary Staff.
5. Student Intern Agreement with Washington State University 2016-2021.
6. Rate of Pay for Disc Jockey Services.
7. Letter of Agreement with Public School Employees of Stanwood-Camano for Health Room Assistants.
8. Personnel Consent Agenda.

DISCUSSION
Julie Dean made a motion to approve Consent Agenda item 9, Bills and Payroll excluding voucher #46788 to Stanwood Redi-Mix. Roger Myers seconded the motion; it was voted on and approved.

Roger Myers made a motion to approve voucher #46788, Stanwood Redi-Mix for $787.98. Al Schreiber seconded the motion; it was voted on and approved. Ken Christoferson abstained due to a conflict.

STUDENT ADVISORS REPORT
Talon Pomerinke reported that Lincoln Hill High School's Open House was a success, Associated Student Body elections were held, a senior barbeque and conferences were held, and the Natural Helpers had a Retreat.

Marlin Jones reported on Stanwood High School events: Associated Student Body (ASB) met and they worked on goals for the year, the leadership class is focusing on Spartan United to create a positive climate, ASB and class officers are welcoming everyone as they come to school on Mondays, and Homecoming activities are scheduled for the week of October 3rd; football game October 7th, and the Homecoming dance is October 8th with the theme: Night Under the Stars.

ITEMS BROUGHT UP BY BOARD MEMBERS
Roger Myers thanked Dan Johnston and Lloy Schaaf for making the Assessment Results presentation understandable.

Al Schreiber thanked Talon Pomerinke, Lincoln Hill High School, and Marlin Jones, Stanwood High School, for being the 2016-17 Student Advisors. He also thanked Mr. McGill for sharing his concerns about the developmental preschool facility.

Ken Christoferson also thanked the student advisors.

ADJOURNMENT
Director Christoferson adjourned the regular meeting at 7:43 PM.
