BOARD OF DIRECTORS
MINUTES OF THE OCTOBER 18, 2016, REGULAR BOARD MEETING

CALL TO ORDER
Ken Christoferson called the meeting to order at 7:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Julie Dean, Natalie Hagglund, Roger Myers, Al Schreiber, and Ken Christoferson. Student advisors, Talon Pomerinke and Marlin Jones, were present.

FLAG SALUTE
Ryan Ovenell led the Pledge of Allegiance.

APPROVAL OF AGENDA
Julie Dean made a motion to approve the Agenda for the October 18, 2016, Regular Board Meeting. Al Schreiber seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Al Schreiber made a motion to approve the Minutes of the October 4, 2016, Regular Board Meeting. Roger Myers seconded the motion; it was voted on and approved unanimously.

COMMENTS BY CITIZENS
There were no comments.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
Talon Pomerinke and Marlin Jones presented the donations, as follows:
1. Marla Heagle donated $500 to Stanwood Elementary to support student learning.
2. Arlington Pickers donated $800 to Stanwood Elementary for fourth grade technology.
3. Life Church 360 donated $1,000 to Stanwood-Camano School District's Suicide Prevention Program.

HARASSMENT, INTIMIDATION, BULLYING (HIB) POSTER CONTEST:
Assistant Superintendent Lloy Schaaf presented the HIB poster winners and introduced some of the volunteer judges. She explained that October was Harassment, Intimidation, and Bullying Awareness Month and students in kindergarten through twelfth grade were encouraged to submit posters with anti HIB messages. Dr. Schaaf thanked Karen Conway, Christie Conners, Natalie Hagglund, Sharon Baumgartner, and Kathryn Bullon for participating as judges and to the Kiwanis Club for sponsoring the contest. EMPLOYEE RECOGNITIONS
Joy Rusko, Secretary to the Superintendent, presented the following employee awards:
a. Classified Employee of the Month for September 2016, Chris Oldow, Twin City Elementary Lead Custodian, nominated by: Tiffany Erickson, Joyce Zeigen, and Meg Hozack
b. Teacher of the Month for September 2016, Audrie Harrington, Port Susan Middle School Language Arts, nominated by her coworkers: Chris Jadwin, Rebecca Klein, Nancy Oshie, Julie Zurcher, and students, Shelby Barnett, Kayla Johnson, Wyatt Custer, and Garrett Allison.

RECESS
Mr. Christoferson recessed the meeting at 7:30 PM for approximately 5 minutes to allow guests to leave. He resumed the regular meeting at 7:37 PM.

BOND UPDATE
Gary Platt, Executive Director of Business Services, gave a brief update on the upcoming bond. The high school staff and administrators have begun the educational specifications and several more meetings are planned. Mr. Platt said in order to meet the timelines for developing plans for replacing the high school contracts were on the consent agenda for an architect extension, surveying, geotechnical investigation, and wetland biologist.

CONSENT AGENDA
Natalie Hagglund removed Consent Agenda item #7, Allow Board Members' Spouses to Apply to be an Emergency Substitute Due to the Substitute Teaching Shortage for discussion.

Roger Myers made a motion to approve Consent Agenda items 1-6 and 8-10, listed below. Al Schreiber seconded the motion; it was voted on and approved.
1. Donations
2. Field Trips: (a) Lincoln Hill High School Natural Helpers Program Training, October 24-25, 2016, Warm Beach Camp, Stanwood, (b) Stanwood High School Boys Basketball Team Tournament, December 26-30, 2016, San Diego, California.
3. Inter-District Cooperative Agreement for Educational Services with Sno-Isle TECH Skills Center, Mukilteo School District for 2016-17.
4. Authorize a Conditional Teaching Certificate.
5. Extend the McGranahan Architects Contract to Complete: (a) Education Specifications and (b) Study and Survey Report, and to Approve Contracts for: (a) Reid Middleton, Inc. – Site Boundary and Topographical Survey, (b) Associated Earth Sciences, Inc. – Geotechnical Survey, and (c) Wetland Resources, Inc. – Wetland Delineation.
6. Change Order Proposal Increasing the 2015-16 Contract with McKinstry for Restroom Improvements at Stanwood Elementary.

10.Contract with YMCA Camp Seymour for Twin City Elementary Fifth Grade Outdoor Education, May 1-3, 2017.

Discussion: Natalie Hagglund removed #7, Allow Board Members' Spouses to Apply to be an Emergency Substitute Due to the Substitute Teaching Shortage, due to a conflict.

Roger Myers made a motion to approve consent agenda item #7 Allow Board Members' Spouses to Apply to be an Emergency Substitute Due to the Substitute Teaching Shortage. Al Schreiber seconded the motion; it was voted on and approved. Natalie Hagglund abstained from voting.

STUDENT ADVISORS REPORT
Marlin Jones reported that Stanwood High School's Homecoming was a huge success and 550 tickets were sold for the homecoming dance, themed "Under the Stars." Other notes: the student body participated in a fun activity called Star and Moon, a Senate meeting was held and action was taken to purchase homecoming supplies and some games to provide lunchtime activities, and a food drive competition with Arlington High School resulted in over 2000 pounds of food donated. Stanwood High School won the food-drive "Stilly Cup" bringing over 1,300 pounds of food. Leadership classes are planning Veteran Day assemblies and some leadership students plan to attend a conference in November.

Talon Pomerinke reported on Lincoln Hill High School's activities: students enjoyed singing during "open mic" time, the pancake breakfast was good, Natural Helpers training was scheduled and Talon was selected to attend, and Red Ribbon Week would be recognized to educate students in drug prevention.

ITEMS BROUGHT UP BY BOARD MEMBERS
Roger Myers acknowledge that he was disappointed that there was no financial report.
Al Schreiber thanked Lloy Schaaf and Kiwanis Club for presenting the Harassment, Intimidation, and Bullying Posters, the employees, Chris Oldow and Audrie Harrington, for their service, and the staff for the work being done on the bond. Al introduced his daughter, Georgie, and son, Albert (Trip).

Natalie Hagglund commented that it was exciting to recognize people for the work being done.

Julie Dean recognized the high school student body's work to increase in participation in school activities.

Superintendent Jean Shumate liked the messages on the students' HIB posters.

Director Christoferson adjourned the regular meeting at 7:49 PM.
