BOARD OF DIRECTORS
MINUTES OF THE FEBRUARY 7, 2017, REGULAR BOARD MEETING

CALL TO ORDER
Julie Dean, Board President, called the meeting to order at 1:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Roger Myers, Al Schreiber, Ken Christoferson, and Julie Dean.

FLAG SALUTE
Julie Dean led the Pledge of Allegiance.

APPROVAL OF AGENDA
Roger Myers made a motion to approve the Agenda for the February 7, 2017, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Ken Christoferson made a motion to approve the Minutes of the January 17, 2017, Regular Board Meeting. Ken Christoferson seconded the motion; it was voted on and approved unanimously.

COMMENTS BY CITIZENS
John Russell, Citizen's for Stanwood-Camano Schools Chair, spoke on behalf of the citizen's committee, a group of parents, community leaders, business leaders, and private citizens, that advocate for the success of our students and who are running a campaign supporting the approval of Proposition 1, the bond for the new high school. John said that the community support was very strong. He thanked the board for their efforts to inform the voters to turn in their ballots.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
Al Schreiber presented the donations, as follows:
1. Stanwood Middle School PTO donated two microwaves, valued at $107, to Stanwood Middle School.
2. The Museum of Northwest Art (MONA) shared the transportation costs, $115.18, with Twin City Elementary for the second grade field trip to La Conner.
3. General Mills, Box Tops for Education, donated $572.30 to Utsalady Elementary and $406.30 to Port Susan Middle School.
4. Kevin Plambeck donated T-shirts, value $210.21, to the Stanwood Tech Group Services for prizes at the Tech Challenge Event.
5. Port Susan Middle School PTO donated $2,000 to Port Susan Middle School to support the purchase of Chromebooks.
6. Stanwood Elementary PTO donated a teacher stipend, $861.50, to Stanwood Elementary for the outdoor education program.
7. Ryan and Kayte White donated a Steelex Mortising Drill-Bit Machine and various bits, valued at $905.74, to the Stanwood High School Woodshop Program.
8. The Holiday Forest Tree Farm donated cut evergreen trees, valued at $700, to the Stanwood High School Career and Technical Education Horticulture Program. The materials were used for wreaths, swags and holiday centerpieces.
9. Northend Truck Equipment donated various shop materials, (gloves, safety glasses, welding helmets, welding rods, etc.), value $2,186.03, to Stanwood High School Career and Technical Education Agriculture/Mechanics Program.

FEBRUARY ENROLLMENT
Gary Platt, Executive Director of Business Services, reported on the enrollment for the month of February 2017. There were 4,371.82 Full Time Equivalent (FTE) students enrolled, which was 125.23 FTE above the average projected budget.

2017-18 BUDGET
Gary Platt discussed the Board's role and budget guidelines in developing the 2017-18 Budget. The budget will be completed by July 10, 2017, for review by the Educational Service District (ESD) and changes may be made prior to adoption in August.

CONSENT AGENDA
Al Schreiber made a motion to approve Consent Agenda items 1-11, listed below. Natalie Hagglund seconded the motion; it was voted on and approved.
1. Donations
2. Stanwood High School FFA Livestock Field Trip, March 30-April 1, 2017, Moses Lake.
3. Stanwood High School Field Trips for Athletic Teams' State Tournament Competitions:
a. Boys Swim, February 16-18, 2017, Federal Way
b. Girls Wrestling, February 16-18, 2017, Tacoma
c. Boys Wrestling, February 16-18, 2017, Tacoma
d. Girls Basketball, March 1-4, 2017, Tacoma
e. Boys Basketball, March 1-4, 2017, Tacoma
4. Second Reading/Adoption of Revised Instruction Policy 2110, Transitional Bilingual Instruction.
5. Licensing Agreement with Snohomish County Auditor for Ballot Drop Box Location.
6. Final Acceptance of the Port Susan Middle School Kitchen Update Project Performed by Tiger Construction Effective December 22, 2016.
7. Continuance of Student Intern Agreement with the University of Washington.
8. Rate of Pay for Choreographer for Drama Productions.
9. Assignment of Teachers Outside of Endorsed Area.
10. Purchase Chromebooks, Management Licenses, and Carts.
11. Personnel Consent Agenda.

ITEMS BROUGHT UP BY BOARD MEMBERS
Roger Myers thanked John Russell, chair of the Citizen's for Stanwood-Camano Schools, for all that he has done for the bond measure and for updating the Facebook page with information.

Ken Christoferson also thanked John for his work on this election and in the past. Ken also thanked the administration's decision for closing schools, due to icy road conditions; keeping students safe.

Natalie Hagglund thanked the Stanwood-Camano citizens, staff, and parent organizations for spreading the message to vote for the special bond election.

Al Schreiber stated that roads were still icy in the Warm Beach area and he appreciated that the schools closed. He also wished the Stanwood High School boys basketball team to do well in their game against Shorecrest High School.

Julie Dean said that she would continue to encourage voters to turn in their ballots. Julie also appreciates the different forms of media that was used to inform the community about the bond election. Julie commented on Elger Bay Elementary student's abilities to learn technical programs and skills.

Superintendent Jean Shumate stated that the election would take place in one week (February 14).

EXECUTIVE SESSION
President Julie Dean excused the Board members to executive session at 1:30 PM to review the performance of a staff member for approximately 60 minutes. No action was taken

ADJOURNMENT
Julie Dean adjourned the regular meeting at 2:20 PM.
