BOARD OF DIRECTORS
MINUTES OF THE JULY 5, 2016, REGULAR BOARD MEETING

CALL TO ORDER
Ken Christoferson called the meeting to order at 5:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Julie Dean, Natalie Hagglund, Roger Myers, Al Schreiber, and Ken Christoferson.

FLAG SALUTE
Director Ken Christoferson led the Pledge of Allegiance.

APPROVAL OF AGENDA
Julie Dean made a motion to approve the Agenda for the July 5, 2016, Regular Board Meeting. Roger Myers seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Al Schreiber made a motion to approve the Minutes of the June 21, 2016, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

COMMENTS BY CITIZENS
There were no comments.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
Julie Dean presented the donations:
1. The Museum of NW Art provided the costs of transporting Twin City Elementary students, $109.19, to attend the Visual Thinking Tour at the Museum of NW Art in La Conner.
2. Tina Myers donated an electric bass guitar, bass amplifier, case, cables, and instructional booklets, valued at $400, to Stanwood High School music department in memory of her son, a Stanwood High School graduate.
3. Stanwood Elementary PTO donated the costs, $200.56, to transport Stanwood Elementary Crossing Guards to Birch Bay Water Slides.
4. Utsalady Booster Club provided a teacher stipend, $362.10, for an Eagle Enrichment Garden Club class for Utsalady Elementary students and $1,220.93 for the costs of transporting Utsalady Elementary third grade students and ASSIST students to Woodland Park Zoo.
5. Rain Shadow Properties donated $753.12 to the Utsalady Elementary Art Cart Program.
6. Elger Bay Elementary PTA provided transportation costs, $1,092.10, for Elger Bay Elementary kindergarten class field trip to the Kangaroo Farm in Arlington, the fourth grade class field trip to Pike Place Market, and for the fifth grade outdoor education field trip.
7. Life Church 360 donated $1,000 to the Stanwood-Camano School District for the Suicide Prevention Program.

STRATEGIC PLAN UPDATE
Jean Shumate, Lloy Schaaf, Maurene Stanton, and Gary Platt, presented the Strategic Plan Update. Highlights included: two elementary ASSIST programs are combining at Utsalady Elementary, a middle school behavioral program is being developed, and professional development opportunities are available for staff in technology, suicide prevention, and full day kindergarten. Certificated elementary staff received Mac Pro laptops and secondary staff will receive laptops in the fall. A district Facebook page was added to increase communications and the transportation department will try a phone App with GPS technology, SpotMyBus, to increase safety and efficiency. The SpotMyBus App is an option that will be piloted this fall by Stanwood Elementary parents whose students are transported to school on a bus. Food services summer feeding program at Stanwood High School for students 18 years and younger expects more participants this year and the Port Susan Middle School central kitchen plans for capital improvements.

BUDGET UPDATE
Gary Platt announced that the budget document was available and was being reviewed by the Northwest Educational Service District. Mr. Platt reviewed the contents of the budget and stated when the board approves the budget they are setting the excess levy amount of $12,207,672, which was approved by voters. The general fund financial summary, enrollment projections, MSOC (Materials, Supplies and Operating Costs), and grants and apportionments were discussed.

CONSENT AGENDA
Roger Myers made a motion to approve Consent Agenda items 1-15, listed below. Al Schreiber seconded the motion; it was voted on and approved unanimously.
1. Donations.
2. Stanwood Middle School Associated Student Body Cispus Leadership Camp Field Trip, August 13 - 16, 2016, Randle, Washington.
3. Authorize the Advertising, Interviewing, and Contract Negotiations for Engineering Services.
4. 2016-17 Student Fee and Food Service Price Schedules.
5. Reject Bids Submitted for Port Susan Middle School Kitchen Improvements.
6. Letter of Agreement with Public School Employees of Stanwood-Camano for Transportation Language.
7. Out-of-Area Endorsement Assignments for Teachers.
8. Personnel Consent Agenda.
9. Bills and Payroll.
