STANWOOD-CAMANO SCHOOL DISTRICT
BOARD OF DIRECTORS
MINUTES OF THE JULY 3, 2017, SPECIAL BOARD MEETING

CALL TO ORDER
Julie Dean called the meeting to order at 10:00 AM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Al Schreiber, Ken Christoferson, Natalie Hagglund, and Julie Dean. Roger Myers was absent and excused.

FLAG SALUTE
Julie Dean led the Pledge of Allegiance.

APPROVAL OF AGENDA
Al Schreiber made a motion to approve the Agenda for the July 3, 2017, Special Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Ken Christoferson made a motion to approve the Minutes of the June 20, 2017, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously. Al Schreiber recused himself from the vote, as he was absent from the June 20th meeting.

COMMENTS BY CITIZENS
There were no comments.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
Natalie Hagglund presented the donations, as follows:
1. Christine Del Pozo donated $200 to support Stanwood High School's FFA Program.
2. The following transportation costs were donated to the Stanwood-Camano School District:
a. $336.31 from Stanwood Elementary PTO for Stanwood Elementary Crossing Crossing Guards' field trip to Birch Bay Waterslides,
b. $472.59 from Elger Bay Elementary PTA for Elger Bay Elementary 5th grade field trip to Anacortes Ferry for Outdoor Education at Camp Orkila,
c. $784.12 from Cedarhome Elementary PTO for Cedarhome Elementary 5th grade field trip to Anacortes Ferry for Outdoor Education at Camp Orkila and $765.02 for 1st grade field trip to Camano Island State Park, Crossing Guards to Birch Bay, and kindergarten to Kayak Park.
d. $660.98 from Twin City Elementary PTA for Twin City Elementary 1st grade field trip to the Woodland Park Zoo and the Crossing Guards' field trip to Birch Bay Water Slides,
e. $637.40 from Utsalady Elementary Booster Club for Utsalady Elementary kindergarten field trip to Imagination Museum and the first grade field trip to Seattle Science Center and $953.06 for the ASSIST class/ 3rd grade field trip to Woodland Park Zoo, and the 4th grade field trip to Mount Baker Theatre.
3. Twin City Elementary PTA donated $1,060 for Twin City Elementary student learning and supplies.
4. Utsalady Booster Club donated $510 to Utsalady Elementary for the kindergarten entrance fees to the Children Museum in Everett and $718.69 for the Utsalady Elementary Art Cart.
5. Stanwood Middle School PTO donated four speakers, two mixer boards and cables, valued at $2,028.40 for Stanwood Middle School sound systems in the band and choir room.

2017-18 PRELIMINARY BUDGET
Steve Lidgard, Executive Director of Business Services, reported on the preliminary budget for the 2017-18 Fiscal Year. He discussed the Capital Projects Fund, Debt Service Fund, Associated Student Body Fund, and the Transportation Vehicle Fund. The completion of the General Fund budget was delayed due to receiving the State budget late. The budget public hearing is scheduled for the August 15, 2017, Regular Board Meeting.

CONSENT AGENDA
Natalie Hagglund made a motion to approve Consent Agenda items 1-10, listed below. Al Schreiber seconded the motion; it was voted on and approved.
1. Donations.
2. Second Reading/Adoption of Management Support Policy 6957, Change Orders.
3. Second Reading/Adoption of Student Policy 3241, Classroom Management, Discipline and Corrective Actions.
4. Memorandum of Understanding with Houghton Mifflin Harcourt Publishing for the Math Expression 2018 Pilot.
5. Student Fee Schedule and Food Service Price Schedule for FY 2017-18.
6. Interlocal Agreement with the City of Stanwood for School Resource Officer Services.
7. Memorandum of Understanding with the Snohomish County Treasurer for the Snohomish County Investment Pool (SCIP).
8. 2017-18 Contract with Integrated Rehabilitation Group (IRG) for Athletic Services.
9. Letter of Agreement with the Public School Employees (PSE) of Stanwood-Camano for Additional Para-Educator Substitute Language in the Collective Bargaining Agreement.
10. Personnel Consent Agenda.

ITEMS BROUGHT UP BY BOARD MEMBERS
Ken Christoferson commented on the impact of the State's budget and the lack of information available.

Natalie Hagglund was excited to see all of the summer capital projects work that was in progress throughout the district.

Al Scheiber was thankful that the district had outstanding financial employees that work on the budget and he was confident about the changes in staff, due to retirements. He wished everyone to have a good and safe Independence Day.

Julie Dean appreciated all the work being done on the budget and said that this is an unsettling time in education and health care. She was positive that this group would do the best with what we get.

Julie Dean adjourned the regular meeting at 10:19 AM.
