MINUTES

Natalie Hagglund announced that pursuant to Washington State Legislative Leadership extending the Governor's proclamation suspending portions of the Open Public Meetings Act (OPMA), including that boards conduct remote meetings and not in-person, the Stanwood-Camano School District Board of Directors will hold the June 16, 2020 Regular Board Meeting using the Zoom platform.

Natalie Hagglund noted written comment may be submitted online from the board meeting agenda by clicking on the link Public Comment or comments may be submitted by email or U.S. Mail.  Comments hand carried to the Administration & Resource Center office should be placed in the drop box outside of the main entrance as the building is closed. Written comments will be shared with the Board and a response, if appropriate, will be provided by the Administration.

Natalie Hagglund called the meeting to order at 1:00 PM.

SUPERINTENDENT'S REPORT
1. Recognitions

a. Washington Achievement Award

Dr. Lloy Schaaf, Assistant Superintendent of Teaching and Learning, provided background on the Washington State Board of Education (SBE) Washington Schools Recognition Program, adding schools recognized for growth are improving performance across multiple Washington School Improvement Framework measures, across one or more student populations. Dr. Schaaf provided detailed information on the State Board of Education's recognition of Stanwood High and Utsalady Elementary; Stanwood High for high growth (top 10% of the state) between the 2017-18 and 2018-19 school years in the American Indian/Alaskan Native student population; Utsalady Elementary, for high growth (top 10% in the state) among all students and students with disabilities. Principals Christine Del Pozo and Julie Echols each acknowledged and thanked their respective staff for efforts toward student improvement.

b. Retirees

  Rebecca Echert, English Teacher, Stanwood High School

Carolyn Coombs, Stanwood High School Assistant Principal, shared about Rebecca Echert's years of teaching in public education prior to joining the Stanwood-Camano School District and about her years at Stanwood High as an English and English Honors teacher. Ms. Coombs reflected on Ms. Echert's contributions to the English program and on the adventures she has planned for retirement and wished her all the best. The Board and Superintendent congratulated Ms. Echert on her retirement and thanked for her service to the students and families of the district.

c. Employee of the Year Awards

  Rick Houk, Stanwood Elementary - Classified Employee of the Year

Mauren Stanton, Executive Director of Human Resources (Classified) prefaced the Employee of the Year recognitions by extending appreciation to Heritage Bank for sponsoring the student and staff recognition programs in partnership with Dos Reales Restaurant, Stanwood Cinemas, Klesick Farms, and Twin City Lanes. Ms. Stanton introduced Stanwood Elementary Principal Staci Lauinger who shared in detail about the attributes for which Rick Houk was being honored. The Board and Superintendent thanked Rick for all of his efforts on behalf of the district and offered their congratulations. 

  Brian Wallis, Stanwood High School - Teacher of the Year

Dan Johnston, Executive Director of Human Resources (Certificated) introduced Ross Short, Director of Career and Technical Education, who shared about Brian's hiring into the Culinary Arts program. Mr. Short shared about the expertise Brian brings to the Culinary Arts program and described in detail how his contributions have improved the educational experience for students. The Board and Superintendent thanked Brian for all of his efforts on behalf of the district and extended their congratulations. 

 d. Special Recognition

Natalie Hagglund shared about the history of the Special Board Recognition Award which is given to honor an individual who has made an outstanding contribution to the school district. Ms. Hagglund shared the Board was challenged this year by giving the award to just one individual and announced this year's Special Board Recognition goes to the Stanwood-Camano Community for their commitment and dedicated service to the students, families and staff during the COVID 19 pandemic. Ms. Hagglund detailed the many ways community partners supported families during the COVID emergency, including providing food, technology support, and child care. Ms. Hagglund acknowledged district staff for their efforts to adapt to distance learning; contractors who made adjustments to keep district projects moving forward; parent groups who provided resources to help families stay engaged; the mayor and community for providing support and encouragement to this year's graduating class; and, acknowledged donors to the Stanwood-Camano Area Foundation. Ms. Hagglund shared the following quote from author Elizabeth Edwards, "Resilience is accepting your new reality, even if it's less good than the one you had before. You can fight it, you can do nothing but scream about what you've lost, or you can accept that and try to put together something that's good." On behalf of the Board, Ms. Hagglund thanked the community for putting together something that is good.

2. Technology Update - Dan Johnston
Dan Johnston provided an update on Chromebooks currently checked out to students and plans to let returning students keep Chromebooks over the summer; he shared about preliminary discussions taking place regarding a 1:1 checkout model for next year; and, he shared about looking into the cost-effectiveness of purchasing protective sleeves (Chromebooks) vs. repair, adding a recommendation will be brought to the Board at the July meeting.

3. Reopening Schools Committee Update - Maurene Stanton

  Maurene Stanton updated the Board on development of the district's Reopening Schools Committee. She prefaced with reviewing the three reopening models provided by OSPI: split or rotating schedule in conjunction with distance learning; phase-in in conjunction with distance learning; and, Continuous Learning 2.0 (all distance learning). Ms. Stanton shared details on convening a Reopening Schools Committee consisting of a diverse team of staff members, including union representation, who will review guidelines from the Department of Health, Centers for Disease Control, Labor and Industries, Snohomish and Island County health departments and others to recommend a reopening that will keep students, families and staff safe. Surveys will go out within the next few days to staff and parents to receive their input on the reopening of schools. The committee will provide a recommendation to the Board in early August and the Board will make a final decision at the August 18, 2020 board meeting. It was noted OSPI requires school districts to submit reopening plans two weeks prior to the start of school. The next update to the Board will be at the July 7, 2020 regular board meeting.

3. Approval of the Inter-District Cooperative Agreement with Sno-Isle TECH Skills Center to provide educational programs to designated students for the 2020-21 school year.  That the Board approves the Inter-District Cooperative Agreement with Sno-Isle TECH Skills Center to provide educational programs to designated students for the 2020-21 school year, dated June 16, 2020. 4. Approval of the Agreement with the Northwest Educational Services District 189 for theOpen Doors Program for the 2020-2021 School Year. 5. Approval of the Interlocal Purchasing Agreement for Cooperative Purchasing Contracts with Educational Service District No. 112 for Personal Protection Equipment (PPE). That the Board approves the Interlocal Purchasing Agreement for Cooperative Purchasing Contracts with Educational Service District No. 112 for Personal Protection Equipment (PPE), dated June 16, 2020. 6. Approval of the Memorandum of Agreement with the Island County Health Department for the Emergency Use of Facilities, July 1, 2020 through June 30, 2025. 7. Approval of Personnel Consent AgendaThat the Board approves the Personnel Consent Agenda, including certificated/classified new hires, resignations, leave requests, retirements, and travel, dated June 16, 2020. (MS)

ITEMS BROUGHT UP BY BOARD MEMBERS
Al Schreiber thanked and congratulated retiree Rebecca Echert and Employees of the Year, Brian Wallis and Rick Houk. He thanked all staff for their efforts on behalf of students; he thanked Director of Student Services and Safety Mark Carter and School Resource Officer Bud McCurry for everything they are doing to keep students safe; and he thanked the community for their partnerships.

Charlotte Murry echoed Al Schreiber's comments. Ms. Murry added it was great to see Brian Wallis and Rick Houk receive their awards and she is glad to have staff like Brian and Rick interacting with students She also expressed appreciation to the community for their support through this challenge time.

Ken Christoferson commented it is an honor to recognize employees and the contributions they make to the district, and that it is also a great opportunity and honor to recognize and thank the community for their support of the district and the students who benefit. 

Miranda Evans commented she shares the same sentiment made in previous Board comments and added her appreciation to the community for stepping up to make the best of a challenging situation. Ms. Evans congratulated the Class of 2020 on graduation and added she appreciates the schools who made an effort to recognize students moving on to middle and high school and thanked the parent groups who helped with those recognitions.

Jean Shumate extended congratulations to those honored at today's meeting and extended appreciation to the community for their partnerships, adding the district is fortunate to be in a community that is so supportive of schools. Dr. Shumate noted that unless something changes, the next board board meeting (July 7, 2020) will be held at the district office in the board room with social distancing and safety protocols in place.

Natalie Hagglund congratulated students and staff for making it to the last week of of the 2019-20 school year.
