To permit fair and orderly expression of such comment, the Board will provide a period at each regular meeting during which citizens may address the Board. Those wishing to speak should sign up in advance. The Board welcomes comments but, in general, will not act on them during the meeting.

CONSENT AGENDA ITEMS 8:45 PM
All items on the Consent Agenda have been distributed to Board Members for study and are considered routine. The Consent Agenda may be enacted by one motion of the Board. If discussion of an individual item is desired, that item may be removed from the Consent Agenda by any Board Member and placed on the regular agenda for Board action. Audience members may speak to a consent agenda item after the item is identified and before the vote is taken.

The administration recommends that the Board of Directors approve the Consent Agenda as follows:

1. Approval of Donations. That the Board approves the donations dated April 15, 2008.(JS) 

2. Approval of 2008-09 I-728 Proposal. That the Board approves the 2008-09 I-728 Proposal dated April 15, 2008. (GP) 

3. Approval of 2008-09 Northwest ESD 189 Interlocal Agreements for Special Education Services for: 
a. Deaf and Hard of Hearing Cooperative 
b. Skagit Discovery Cooperative. 
That the Board approves the 2008-09 NW ESD 189 Special Education Services for (a) Deaf and Hard of Hearing Cooperative and (b) Skagit Discovery Cooperative dated April 15, 2008. (GF)
 

4. Approval of Change in the AT&T Cell Tower Rental Agreement. That the Board approves the change in the AT&T Cell Tower Rental Agreement dated April 15, 2008. (GP) 

5. Approval of State of Washington Intergovernmental Cooperative Purchasing Agreement for Public Agencies. That the Board approves the State of Washington Intergovernmental Cooperative Purchasing Agreement for Public Agencies dated April 15, 2008. (GP)

6. Approval of Stanwood High School’s Field Trips:
a. Family, Career & Community Leaders of America ( FCCLA ) April 8-11, Wenatchee, WA;
b. Future Business Leaders of America ( FBLA ) April 10-12, Bellevue, WA; 
c. Washington Vocational Sports Medicine Association ( WVSMA ) April 25-26, Wenatchee, WA
d. Future Farmers of America ( FFA ) April 22-23, Walla Walla, WA
That the Board approves the Stanwood High School field trips dated April 15, 2008. (MO)

7. Approval of Northwest ESD 189 2008-09 Learning Resource Cooperative Member Services. That the Board approves the NW ESD 189 2008-09 Learning Resource Cooperative Member Services dated April 15, 2008. (MO)

8. Approval of Interlocal Agreement with Arlington Public Schools for Special Education Services. That the Board approves the Interlocal Agreement with Arlington School District for Special Education Services dated April 15, 2008. (GF)
