BOARD OF DIRECTORS
MINUTES OF THE NOVEMBER 2, 2010, REGULAR BOARD MEETING
 
CALL TO ORDER
Roger Myers called the meeting to order at 12:00 p.m. in the Administration & Resource Center boardroom. Board members in attendance were Ken Christoferson, Julie Dean, Darlene Hartley, Pat Patterson, and Roger Myers. Pat Patterson led the Pledge of Allegiance.

APPROVAL OF AGENDA 
Julie Dean made a motion to approve the agenda. Darlene Hartley seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Ken Christoferson made a motion to approve the Minutes of the October 19, 2010, Regular Board Meeting. Julie Dean seconded the motion; it was voted on and approved unanimously. Pat Patterson recused himself from the vote due to his absence from the October 19th meeting.

Correction: The Minutes of the October 19, 2010, Regular Board Meeting, September Payroll Warrants #90703-90782 was $2,487,807.62; not $3,018,406.41.

COMMENTS BY CITIZENS
There was no audience participation.

SUPERINTENDENT’S REPORT

DONATIONS AND RECOGNITIONS
Roger Myers read the donations from Elizabeth Newland, Utsalady Booster Club, and Stanwood Elementary PTA. 

Darryl Main and Chris Carlson, Career and Technical Education teachers and FFA advisors, recognized the 2010 National FFA Environmental and Natural Resources team, Alyssa Thompson, Cory Calkins, Aaron Olson, Jake Flake and Gavin Voelckers. The team earned 1st place at the 2010 FFA National Convention in Indianapolis, Indiana. They also recognized Brandon Nickels, Extemporaneous Speaking 5th place winner, and Katie Nickels who received the American FFA Degree, the highest honor. The Stanwood Chapter was also recognized at the National Convention with the Star Chapter Award.

SPECIAL EDUCATION PROGRAM REVIEW
Gale Forrest, Director of Special Services, explained that the Special Education Program Review was conducted two years ago. She shared the celebrations of the past year and the common vision of the Special Services Advisory Team, which includes professional development, a continuum of services for grades Pre-12 and integrated technology. Ms. Forrest described progress in purchasing math and language materials and the use of the AIMSweb system for assessments. Stimulus and vocational funds supported the purchase of 10 laptop computers and software at the high school level. She also stated that social-emotional and behavior needs was an area of continued focus as well as maintaining compliance with all state and federal regulations.
 
NOVEMBER ENROLLMENT 
Gary Platt, Executive Director of Business Services, reported on the enrollment for the month of November. District enrollment decreased by 24 Full Time Equivalent (FTE’s). The total FTE for November was 4,695.67. The year-to-date average is the projected budget by -4.81 FTE. The net decrease to the General Fund Balance was -$306,942, which included the decreased enrollment and certificated staffing adjustments.

FINANCIAL REPORT
Gary Platt reviewed the Financial Report for the month of September 2010. He discussed the executive summary, manager’s expenditures report, and estimated general fund balance.

CONSENT AGENDA
Mr. Myers noted the personnel agenda was revised. Darlene Hartley made a motion to approve Consent Agenda items 1-4, listed below. Pat Patterson seconded the motion; it was voted on and approved unanimously.

2. Stanwood High School Future Farmers of America Horticulture Group Field Trip, November 5-6, 2010, Vancouver, Washington and Cross-Country Team to State Competition, November 4-6, 2010, Pasco, Washington
3. Cooperative Agreement with Catholic Community Services of Western Washington and Lincoln Hill High School, November 2010 through June 30, 2011
4. Personnel Consent Agenda
5. Statement of Understanding with Josephine Sunset Home for Emergency Housing at Stanwood High School.

ITEMS BROUGHT UP BY BOARD MEMBERS
Board members shared their appreciation of the reports. They also praised the Stanwood High School FFA team for their accomplishments.

ADJOURNMENT
Roger Myers adjourned the Regular Meeting at 1:02 p.m.
