BOARD OF DIRECTORS

MINUTES OF THE NOVEMBER 15, 2011, REGULAR BOARD MEETING

CALL TO ORDER

Roger Myers, President of the Board, called the Regular Board Meeting to order at 7:00 PM in the Administration & Resource Center boardroom. Board members in attendance were Julie Dean, Ken Christoferson, Pat Patterson, Darlene Hartley, and Roger Myers. Student Advisor, Hana Hushagen was present and Josh Schuh was absent and excused. Hana Hushagen led the Pledge of Allegiance.

APPROVAL OF AGENDA

Julie Dean made a motion to approve the Agenda for the November 15, 2011, Regular Board Meeting. Pat Patterson seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES

Julie Dean made a motion to approve the Minutes of the November 1, 2011, Regular Board Meeting. Ken Christoferson seconded the motion; it was voted on and approved unanimously.

COMMENTS BY CITIZENS

There were no comments by audience members.

SUPERINTENDENT’S REPORT

DONATIONS

Hana Hushagen read the donation from Ohiopyle Prints, Inc.

RECOGNITIONS

On behalf of the Board of Directors, Joy Rusko, Secretary to the Superintendent, introduced the Shining Star Awards, Classified Employee of the Month and Teacher of the Month Awards.

Shining Star Awards

Storm Ironwing received the Shining Star Award from Cedarhome Elementary. Jeff Lofgren, Principal, and Laura Asletine, teacher, recognized Storm’s accomplishments.

Paige Johnson received the Shining Star Award from Victor Hanzeli, Elger Bay Elementary Principal, Marijane Johnson, speech/lanuguage teacher, DeAnn Larson, reading teacher and Jennifer Booth, teacher.

Classified Employee of the Month Award:
Kathy Buckingham, para educator at Elger Bay Elementary, was recognized by Victor Hanzeli, Principal, Janet Peterson and Leslie Whaley, office staff.

Teacher of the Month Award: 

Scott Knight, Stanwood High School Physical Education, Health and Fitness teacher, received recognition from Christine Gruver, Principal, and teachers Julie Knight and Katie Pickrell (Katie was unable to attend).

The Board of Directors awarded certificates of achievement to all of the recipients. Tony Warner, Sterling Savings Bank branch manager and sponsor, awarded gifts and gift certificates from Snow Goose Bookstore, David’s Video, Dos Reales, and Stanwood Cinemas.

Roger Myers called a recess for five minutes to excuse the guests in the audience. He reconvened the meeting at 7:52 PM.

ENROLLMENT AND FINANCIAL REPORT

Gary Platt, Executive Director of Business Services, explained the enrollment report for November. He said there were 4,580.80 full time equivalent students enrolled on November 1st, averaging 21.86 FTE over the projected budget. Enrollment decreased by 21.86 FTE since October.

Mr. Platt reviewed the financial report for September 2011. He said this was the first report for the 2011-12 school year. The September ending General Fund balance was $3.6 million, which equals 8.38% of revenues. This ending fund balance amount is nearly $1.2 million less than one year ago.

Ken Christoferson requested to have an update on the food service program in the future.

CONSENT AGENDA

Darlene Hartley made a motion to approve Consent Agenda items 1-7, listed below. Pat Patterson seconded the motion; it was voted on and approved unanimously.

  2. Stanwood High School Cross Country Team Field trip to State Competition, November 3-5, 2011, Pasco, Washington.
  3. First Reading of Revised Policy 3115, Homeless Students: Enrollment Rights and Services.
  4. Revised Interlocal Agreement for Fire Service Training with Island County Fire District #1 (known as Camano Island Fire and Rescue) for 2011-12 School Year.
  5. Letters of Agreement with Public School Employees (PSE) for September 1, 2011-August 31, 2014 Bargaining Agreement: a) Revision to Clarify Language Regarding Advance Notice of Vacation; b) Rate of Pay when Substituting on First Day; c) Early Release Days, School Term Employees Work Full Day; d) Amends Agreement to Voluntarily Deduct From Pay Political Contributions, Minimum Five Employees.
  6. Personnel Consent Agenda.

STUDENT ADVISOR REPORT

Hana Hushagen shared recent news from Lincoln Hill High School. She said that students from Stanwood High School are able to sign up for credit retrieval classes noting the success rate was 95%. Hana also reported that the on-line classes are up to capacity and there was a waiting list of students wanting to enroll.

ITEMS BROUGHT UP BY BOARD MEMBERS

Pat Patterson commented on the numerous opportunities in public education available for all students.

Darlene Hartley recognized Joy Rusko, secretary to the superintendent, for assuming additional responsibilities.

Julie Dean expressed her gratitude for the Veteran’s Day assemblies that she attended.

Ken Christoferson appreciated the recognition presentations, noting that there are numerous students that are deserving of recognition.

Roger Myers also thanked Joy Rusko for organizing the recognition program.

Jean Shumate told the Board that it might be necessary to schedule a second board meeting in December to present a resolution on the Educational Maintenance and Operations Levy for approval. She also stated that 45 presentations had been scheduled to provide community organizations and school personnel information on the upcoming Educational Maintenance and Operations Levy.

ADJOURNMENT

Roger Myers adjourned the Regular Meeting at 8:07 PM.
