BOARD OF DIRECTORS

MINUTES OF THE DECEMBER 18, 2012, REGULAR BOARD MEETING

CALL TO ORDER

President Ken Christoferson called the Regular Board Meeting to order at 7:00 PM in the Administration & Resource Center boardroom.

ROLL CALL

Board members in attendance were Darlene Hartley, Julie Dean, Ken Christoferson, and Roger Myers. Student advisors Elise Nowak and Jack Lund were present. Pat Patterson was absent and excused.

FLAG SALUTE
Kevin Plambeck, Stanwood High School Career and Technical Education Director, led the Pledge of Allegiance.

APPROVAL OF AGENDA

Julie Dean made a motion to approve the Agenda for the December 18, 2012, Regular Board Meeting. Darlene Hartley seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES

Roger Myers made a motion to approve the Minutes of the December 4, 2012, Regular Board Meeting. Julie Dean seconded the motion; it was voted on and approved unanimously.

President Christoferson acknowledged the recent tragedy at Sandy Hook Elementary in Connecticut and extended sincere sympathy, on behalf of the Board of Directors.

COMMENTS BY CITIZENS

SUPERINTENDENT’S REPORT

Dr. Jean Shumate introduced the following reports:

DONATIONS

Elise Nowak and Jack Lundread the donations as follows: Robert Riner Studios ($2,978.00), South Camano Grange/Kiwanis, dictionaries ($218.00), Barb Whitlock-Graf-Apple iPad ($472.31), Workforce Development Council of Snohomish County ($511.12), Cedarhome PTA ($447.97), and Port Susan Middle School PTA- Mini Mac computer support ($11,500.00). Transportation and stipend donations were received from the following: Cedarhome Elementary PTA ($921.33), Elger Bay Elementary PTA ($433.35), Stanwood Elementary PTA ($1,654.55), Utsalady Elementary PTA ($260.10), Port Susan Middle School PTA ($1,126.80), Stanwood High School Booster Club/Sports ($2,241.36), and Stanwood High Booster Club/Band ($836.57).

RECOGNITIONS

Joy Rusko, Secretary to the Superintendent, introduced Darla Breda as the Classified Employee of the Month for November and Colleen Van Belle as the Teacher of the Month for November. Darla Breda is a paraeducator for special services at Stanwood High School. Kevin Plambeck, Stanwood High School Career and Technical Education Director, and special services teacher, Rita Brennen recognized Darla.

Colleen Van Belle was recognized by: Barbara Marsh, Stanwood Elementary Principal, and staff, Colleen Van Belle, Julie Miller, Gigi McNeal, Jan Karlberg, Ruth Turner, Megan Ovenell, and parents, Matt & Tina Morgan, Lola Riojas, and Heather Andrus, who read their nominations.

Board members presented certificates of achievement and Dr. Shumate presented framed pictures of the award and gift certificates from the award sponsors, Sterling Bank, Dos Reales, and Stanwood Cinemas, to the award recipients.

RECESS

Ken Christoferson recessed the meeting at 7:33 PM for approximately five minutes to allow guests to depart. He reconvened the meeting at 7:36 PM.

STRATEGIC PLAN UPDATE

Superintendent Jean Shumate, Dr. Lloy Schaaf, Assistant Superintendent of Teaching and Learning, and Gary Platt, Executive Director of Business Services, provided the Strategic Plan updates. Dr. Schaaf described some of the accomplishments of Target 1, student achievement: district and school improvement plans updated, common core materials support all content areas, and extensive professional development continues.

Dr. Shumate focused on Targets 2 and 3, which covers communication skills with students, staff, parents and community and resources and systems to support the instructional core. She noted the importance of the Key Communicator meetings, volunteers, and presentations for a capital projects ballot measure. Transportation employees conducted a community food drive, new buses replaced old ones, the technology plan is getting updated, evaluation of phone system, prioritizing work orders, inspected gymnasium bleacher at the high school, and repaired a major water leak in the Performing Arts Center.

Mr. Platt provided updates on facilities and the fiscal status to support the instructional core. He said the facility advisory committee met twice, capital project needs are being identified, timelines and planning for a capital projects levy made, enrollment and legislature proposals reviewed and administration needs are being re-evaluated.

FINANCIAL REPORT

Gary Platt, Executive Director of Business Services, reviewed the monthly financial reports for November 2012. He reported on the executive summary and food service program, noting that participation year-to-date increased monthly and ala cart and catering revenue exceeded expectations.

CONSENT AGENDA

Darlene Hartley made a motion to approve Consent Agenda items one through nine, listed below. Roger Myers seconded the motion; it was voted on and approved unanimously.

  2. Stanwood High School Field Trips: (a) Boy’s Basketball Team Tournament, December 26-29, 2012, Coeur D’Alene, Idaho, (b) Technology Student Association (TSA) State Officers Industrial Technology Spring Conference, March 14-16, 2013, Wenatchee, Washington.
  3. Second Reading/Adoption of Revised Instruction Policy 2162, Education of Students with Disabilities Under Section 504 of the Rehabilitation Act of 1973.
  4. First Reading of Revised Management Support Policy 6114, Gifts.
  5. Memorandum of Understanding with Stanwood-Camano Education Association (SCEA) for Salary Payment of Non-supervisory, Certificated Employees from July 1 to June 30.

STUDENT ADVISORS’ REPORT

Elise Nowak reported on Lincoln Hill High School’s leadership activities; volunteering at the community Santa Dash, winter-link games, assembly, and a basketball tournament. The leadership team also made get-well cards for a fellow student and a teacher.

Jack Lund reported that the first student senate meeting focused on beautification projects and sanitary/safety needs at the high school. He also announced activities at the high school: winter athletic teams’ schedule, holiday food drive, Christmas House donations, and concert schedules.

ITEMS BROUGHT UP BY BOARD MEMBERS

Darlene Hartley remarked on the wonderful choir performance at the Lights of Christmas.

Julie Dean thanked Mr. Christoferson for acknowledging the tragic event at the elementary school in Newtown, Connecticut.

Board members and Dr. Shumate encouraged all in attendance to enjoy the holidays.
