MINUTES OF THE JANUARY 15, 2013, REGULAR BOARD MEETING

CALL TO ORDER

President Ken Christoferson called the Regular Board Meeting to order at 7:00 PM in the Administration & Resource Center boardroom.

ROLL CALL

Board members in attendance were Darlene Hartley, Julie Dean, Ken Christoferson, Pat Patterson and Roger Myers. Student advisors Elise Nowak and Jack Lund were present.

FLAG SALUTE
Curt Chester, Saratoga School Lead Teacher, led the Pledge of Allegiance.

APPROVAL OF AGENDA

Julie Dean made a motion to approve the Agenda for the January 15, 2013, Regular Board Meeting. Darlene Hartley seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES

Darlene Hartley made a motion to approve the Minutes of the December 18, 2012, Regular Board Meeting. Roger Myers seconded the motion; it was voted on and approved unanimously. Pat Patterson abstained from the vote because he was absent from the December 18th board meeting.

COMMENTS BY CITIZENS

There were no comments from members of the audience.

SUPERINTENDENT’S REPORT

Dr. Jean Shumate introduced the following reports:

DONATIONS

Jack Lundread the donations as follows: Cedarhome Elementary PTA ($203.22), Wells Fargo Foundation ($100.00), Susan Cole, S & H Viking Village ($2,000.00), Puget Sound Purebred Sheep Breeders Association (200.00), and Washington State Traffic Safety Commission ($500.00). Elise Nowak read the donations from Joe Bolewicz, Stanwood Camano Physical Therapy ($361.55) and Cedarhome Baptist Church ($100.00).

RECOGNITIONS

Elise Nowak read the recognitions for Margaret Olson, Stanwood High School Career and Technical Education Teacher from the National Association of Agricultural Educators (Region 1) and for the accreditation of Stanwood High School with the division of AdvancED.

Joy Rusko, Secretary to the Superintendent, introduced the following awards:

Shining Star Awards

Stanwood Elementary – Principal Barbara Marsh and teachers Colleen Van Belle and Tessa Karlberg, recognized Mariah Nielsen, a 5th grade student, for overcoming medical issues, having a great attitude, and for being a trustworthy citizen.

Saratoga School – Curt Chester, Lead Teacher, recognized Ryan Libby, 3rd grade student. He described Ryan’s qualities as thoughtful with uncanny insights, deliberate, has high standards for self, and sets great examples to others.

Stanwood Middle School – Barbara Marsh, Principal, introduced Nick Lauritsen, 6th grade student, as the Shining Star from Stanwood Middle School. Teachers Mrs. Bridgman and Mrs. Chester recognized Nick for his independence, honesty, politeness and caring ways.

Classified Employee of the Month for December 2012

Jeff Epright represented the transportation department bus drivers and was recognized by Lee Heinrichs, Director of Transportation and Director Roger Myers, who nominated the bus drivers.

Teacher of the Month for December 2012

Craig Kelley, 5th grade teacher at Twin City Elementary, received the Teacher of the Month Award. Principal Dan Johnston and student Lauren Niegemann, who nominated Mr. Kelley, recognized him.

The award recipients received certificates of achievement from the Board and Dr. Shumate presented framed pictures of the award. Tony Warner, Sterling Bank Manager and sponsor, presented gift certificates from Dos Reales and Stanwood Cinemas to the staff. The students received gift baskets and certificates from Viking Video and Snow Goose Bookstore.

Board Appreciation

Superintendent Jean Shumate recognized the Board of Directors: Ken Christoferson, Julie Dean, Darlene Hartley, Pat Patterson, and Ken Christoferson, in honor of January’s Board Appreciation Month. Principals and staff showered them with kind words, gifts, cards, flowers, a poster, and an animated video in appreciation for the service they provide to the students, staff, and community.

RECESS

Ken Christoferson recessed the meeting at 7:58 PM for approximately five minutes to allow guests to depart. He reconvened the meeting at 8:04 PM.

ENROLLMENT REPORT

Gary Platt, Executive Director of Business Services, reported that enrollment for the month of January was below projected budget by 36 Full Time Equivalent (FTE). The total enrollment for January was 4,366.48 Full Time Equivalent (FTE), eighteen FTE less than the month of December. He said it was a reduction of $367,421 in state funding.

FINANCIAL REPORT

Mr. Gary Platt reviewed the monthly financial reports for January 2013. He reported on the General Fund Balance, enrollment decline, adjustment to state funding and the impact of the unemployment payment. Mr. Platt also reported on the Food Service Program. He said the variance column on the report was adjusted and he would email the Board with the corrected report.

Pat Patterson made a motion to approve Consent Agenda items one through six, listed below. Roger Myers seconded the motion; it was voted on and approved unanimously. 

  1. Donations.
  2. Second Reading/Adoption of Revised Management Support Policy 6114, Gifts.
  3. Snohomish County Detention Center Education Program Interlocal Cooperative Agreement with Northwest Educational Service District #189.
  4. Pay Rate for Boys Swim Team Supervision.
  5. Personnel Consent Agenda.
  6. Bills and Payroll.

STUDENT ADVISORS’ REPORT

Elise Nowak reported on Lincoln Hill High School’s Leadership Team’s activities. In recognition of Dr. Martin Luther King, Junior, Day, students recorded their dream of how to help their community. They are also planning to recognize the Board of Directors at a board meeting in February.

Jack Lund reported that the high school had an assembly with a guest speaker honoring Martin Luther King, Junior. He also said the boys and girls’ basketball teams were doing well, the wrestling team was undefeated, and an individual swim record was recently broken.

ITEMS BROUGHT UP BY BOARD MEMBERS

Board members expressed their thanks for the nice gifts, kind words, and creative video presentation in recognition of Board Appreciation Month.

Darlene Hartley shared compliments given to Lincoln Hill High School staff from two citizens who worked with staff.

Julie Dean said that all of the schools’ staff are so professional and very well qualified. Julie said she was proud to be a part of the district and wished she could do more.

Ken Christoferson said it was an honor to be recognized as a Board Member. He also announced that a Board Retreat would be held on March 5th.

ADJOURNMENT

Ken Christoferson adjourned the Regular Meeting at 8:20 PM.
