BOARD OF DIRECTORS

MINUTES OF THE APRIL 16, 2013, REGULAR BOARD MEETING

CALL TO ORDER

President Ken Christoferson called the Regular Board Meeting to order at 7:00 PM in the Administration & Resource Center boardroom.

ROLL CALL

Board members in attendance were Darlene Hartley, Pat Patterson, Julie Dean, and Ken Christoferson. Roger Myers was absent and excused. Student advisor Jack Lund was present and Elise Nowak was absent.

FLAG SALUTE
Keri Von Moos, Port Susan Middle School Assistant Principal/Athletic Director, led the Pledge of Allegiance.

APPROVAL OF AGENDA

Julie Dean made a motion to approve the Agenda for the April 16, 2013, Regular Board Meeting. Darlene Hartley seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES

Darlene Hartley made a motion to approve the Minutes of the March 19, 2013, Regular Board Meeting. Pat Patterson seconded the motion; it was voted on and approved unanimously.

Julie Dean made a motion to approve the Minutes of the April 8, 2013, Special Audit Entrance Conference. Darlene Hartley seconded the motion; it was voted on and approved unanimously.

Pat recused himself, as he did not attend the meeting.

COMMENTS BY CITIZENS

Ray Mather, Stanwood High School woodshop teacher, presented the student woodshop projects that were displayed in the boardroom and introduced his students, Peyton Scroggins, Mitchell Wells, Easton Hodges and Taylor Hilley (unable to attend).

SUPERINTENDENT’S REPORT

Dr. Jean Shumate introduced the following reports:

DONATIONS

Jack Lund, Student Advisor, read the donations from Callies Portrait Photography ($252.00), Port Susan Middle School PTA ($257.67), Gaylynn Beuthien (aluminum wire $234.00), Microsoft Matching Gifts Program ($500.00), Stanwood Elementary PTA ($848.38), Stanwood Booster Club ($817.12 and $327.83), Twin City Elementary ($13,500.00), and Eva Pedersen (stained glass $1,500.00).

RECOGNITIONS

Jack Lund read the competition results from Port Susan Middle School Science Teams, Stanwood High School Art Students, and Stanwood High School Technology Student Association State Conference.

Joy Rusko, Secretary to the Superintendent, introduced the following recognitions.

SHINING STAR AWARDS

Utsalady Elementary Principal Colleen Keller and teachers Mrs. Cathy McKinnon, Ms. Jessica Musgrave, and Ms. Dana Anderson recognized Brian Malaby as Utsalady Elementary’s Shining Star. Brian began by reading a letter he wrote thanking everyone for his award. Former and present teachers praised him for never giving up, for having a strong will and a creative imagination.

Twin City Elementary Principal Dan Johnson and Marlene Shoe, teacher, recognized Trevor Hawes, fourth grade student, with the Shining Star Award. Mrs. Shoe said that Trevor had, “quite the wit,” and that he was a world-class traveler, and has many gifts and accomplishments in which to be proud.

Mr. Johnson, Port Susan Middle School Principal, recognized Ricky Elliot as the Shining Star at Port Susan Middle School. Staff members, Cindy Taggart-Deffinbaugh, and Mrs. White praised Elliott for his gentle assertiveness, his ability for high-level work and being a leader in class discussions.

CLASSIFIED EMPLOYEE OF THE MONTH

Audrey Aquino, Stanwood High School Food Services, was awarded the Classified Employee of the Month for March. Christine Gruver, Stanwood High School Principal, Don Vennetti, Director of Food Services, and Rosanne Lindell, Kitchen Lead recognized Audrey.

TEACHER OF THE MONTH

Jonathan Bletscher, Port Susan Middle School Choir and Band Director, was awarded as the Teacher of the Month for February. Dan Johnston, Principal, recognized Mr. Bletscher and the following parents and students read their nomination: Jewel and Joe Ruljancich and their son Isaiah, Craig and Nona Larson and their son Garrett, and Lisa and Greg Beckt and their son Travis. Pat and Michelle Gaston and daughter, Gabby, was unable to attend.

Lori Johnson, Port Susan Middle School Active Student Support for Independence, Skills and Transition (ASSIST) teacher, was awarded the Teacher of the Month for March. Dan Johnston and the following paraeducators wrote Lori’s nomination: Wendy Arnett, Tamsen Greaves, Denise Hoggarth-Case, Heidi Cox, Cherie Wasmund and parent, Jacqueline Vopnford.

Board members presented all recipients with certificates of achievement. Tony Warner, Sterling Bank Manager and sponsor of the awards presented gift certificates and gift baskets on behalf of Sterling Bank, Stanwood Cinemas, Dos Reales, Viking Video, and Snow Goose Book Store.

RECESS

Director Christoferson recessed the meeting at 8:11 p.m. for approximately five minutes to allow guests to leave. He resumed the meeting at 8:14 p.m.

ENROLLMENT

Gary Platt, Executive Director of Business Services, reported the total student enrollment for the month of April was 4,291.48 Full Time Equivalent (FTE). He said enrollment has declined every year since 2005.

FINANCIAL REPORTS

Gary Platt reviewed the March 2013 Financial Reports including the Executive Summary, General Fund Balance, and Food Service Report. 

ASSET PROTECTION PROGRAM

Mr. Gary Platt described the Asset Protection Program and explained that it was an annual report to the Board required by the Superintendent of Public Instruction as a condition to receive state matching funds on future school replacements or renovations. Board action was not necessary.

Julie Dean made a motion to approve Consent Agenda items 1-13, listed below. Pat Patterson seconded the motion; it was voted on and approved unanimously.

STUDENT ADVISORS REPORT

Jack Lund announced that the Stanwood High School science team and Technology Student Association were scheduled to attend state conferences and state competition.

ITEMS BROUGHT UP BY BOARD MEMBERS

Board members each expressed their appreciation for the student and staff recognition programs.

ADJOURNMENT

Ken Christoferson adjourned the Regular Meeting at 8:35 PM.

A 6:00 p.m. study session to discuss budget and levy updates preceded the regular meeting. Gary Platt, Executive Director of Business Services, discussed the budget, enrollment projection estimates, Senate and House budgets and possible impacts. He also discussed facility and technology needs that were determined from community involvement at committee meetings. A levy for school facilities and technology would be on the November 5, 2013 election ballot. 

The study session ended at 6:45 PM.
