BOARD OF DIRECTORS

MINUTES OF THE MAY 7, 2013, REGULAR BOARD MEETING

CALL TO ORDER

President Ken Christoferson called the Regular Board Meeting to order at 12:00 PM in the Administration & Resource Center boardroom.

ROLL CALL

Board members in attendance were Pat Patterson, Julie Dean, and Ken Christoferson. Roger Myers and Darlene Hartley were absent and excused.

FLAG SALUTE
Steve Jenkins, YMCA volunteer, led the Pledge of Allegiance.

APPROVAL OF AGENDA

Julie Dean made a motion to approve the Agenda for the May 7, 2013, Regular Board Meeting. Pat Patterson seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES

Pat Patterson made a motion to approve the Minutes of the April 16, 2013, Regular Board Meeting. Julie Dean seconded the motion; it was voted on and approved unanimously.

SUPERINTENDENT’S REPORT

Dr. Jean Shumate introduced the following reports:

DONATIONS

Julie Dean read the donations from Utsalady Booster Club ($117.54), Stanwood Elementary PTA ($234.36), General Mills Box Tops for Education Program ($210.50), New York Life Foundation ($125.00), Twin City Elementary PTA ($2,345.00), and Gilson, Incorporated ($2,812.00).

RECOGNITIONS

Pat Patterson read the competition results from the State Science Olympiad Tournament for Stanwood High School and Port Susan Middle School Science Teams. Stanwood High School was recognized by the Puget Sound Blood Center and Keri Von Moos, Assistant Principal and Athletic Director at Port Susan Middle School, received the National Interscholastic Athletic Administrators Association State Award of Merit for Secondary School Athletic Administrators.

SCIENCE TEAM PROJECTS

Mr. Frank Besancon and Mr. Scott Evoy, Stanwood High School Science Team Coaches, introduced team members who demonstrated their projects which earned first and second place at the State Science Olympiad Tournament. Jonathan Evoy and Henry Garman demonstrated the Boomilever and Elastic Launch Glider. Colin Bohn and Paul Mourges demonstrated the Mag Lev Vehicle.

YMCA UPDATE

Theresa Metzger, Chair of the Stanwood-Camano YMCA Organizing Committee, introduced Scott Sadler, Vice President, Chief Development Officer, YMCA of Snohomish County. He thanked the school district for their support. He stated that the YMCA offered preventative programs for the community, including youth development, service, and group collaborations. Mr. Sadler introduced three volunteers, Steve Jenkins, AnnMarie Hall, and Keri Von Moos, school district representative. The volunteers and Mrs. Metzger described the YMCA’s partnerships developed, to date, in the schools and community. Additional programs are planned for expanding within the schools and for senior citizens.

ENROLLMENT

Gary Platt, Executive Director of Business Services, reported the total student enrollment for the month of May was 4,292 Full Time Equivalent (FTE), which increased for the first time this year by .7 Full Time Equivalent (FTE). Mr. Platt said the financial impact to the district was a loss of $460,570.00 from the State’s basic education apportionment, thus far.

CONSENT AGENDA

Pat Patterson made a motion to approve Consent Agenda items 1-8, listed below. Julie Dean seconded the motion; it was voted on and approved unanimously. 

  1. Donations.
  2. Stanwood High School Field Trips: (a) Future Farmers of America Horticulture State Horticulture Career Development Event, April 12-13, 2013, Spokane, Washington, (b) Technology Student Association State Officer Training, May 29-31, 2013, Grand Mound, Washington, (c) Technology Student Association National Conference, June 27-July 3, 2013, Orlando, Florida.
  3. Elger Bay Elementary 5th Grade Outdoor Education Camp Orkila Field Trip, June 3-5, 2013, Orcas Island, Washington.
  4. Contract for Occupational Therapy Services with Leanna J. Long Consulting for Special Education Students, 2013-14 School Year.
  5. Resolution 2012/13-004, Delegating Authority to Washington Interscholastic Activities Association (WIAA) 2013-14.
  6. Letter of Agreement with Public School Employees of Stanwood-Camano School District to Change Leave Replacement Language for the Transportation Department.
  7. Resolution No. 2012/13-003, FY 2013-14 Reduced Educational Program.
  8. Personnel Consent Agenda.

ITEMS BROUGHT UP BY BOARD MEMBERS

Pat Patterson commented on the excellent audit exit conference and the reduced educational program plan.

Julie Dean said she enjoyed the student’s science project demonstrations.

Ken Christoferson (with a smile) appreciated the sand used during the science project demonstration. He thanked the YMCA for their commitment to the students and community in Stanwood and Camano Island.

Dr. Shumate said that teachers were being appreciated throughout the district for the work they do, in recognition of Teacher Appreciation Week. She said she was very proud of the staff.

ADJOURNMENT

Ken Christoferson adjourned the Regular Meeting at 12:51 PM.

A study session to discuss the budget and the reduced educational program preceded the meeting beginning at 11:00 AM. Directors, Ken Christoferson, Julie Dean, and Pat Patterson, heard Gary Platt, Executive Director of Business Services, discuss budget information and the reduced educational program plan. No action was taken.

The study session ended at 11:45 AM.
