MINUTES OF THE NOVEMBER 5, 2013 REGULAR BOARD MEETING
CALL TO ORDER
President Ken Christoferson called the meeting to order at 12:00 PM in the Administration & Resource Center boardroom.
ROLL CALL
Board members in attendance were Julie Dean, Darlene Hartley, Roger Myers, and Ken Christoferson. Pat Patterson was absent and excused.
FLAG SALUTE
Al Schreiber, Board Director Candidate, led the Pledge of Allegiance.
APPROVAL OF AGENDA
Julie Dean made a motion to approve the Agenda for the November 5, 2013, Regular Board Meeting. Roger Myers seconded the motion; it was voted on and approved unanimously.
APPROVAL OF MINUTES
Darlene Hartley made a motion to approve the Minutes of the October 15, 2013, Regular Board Meeting. Roger Myers seconded the motion; it was voted on and approved unanimously.

SUPERINTENDENT’S REPORT
Dr. Jean Shumate introduced the following reports:
DONATIONS
Superintendent Jean Shumate read the donations as follows: Target ($437.00) divided by various schools, Robert Stanton, REMax Realty $100.00 to Lincoln Hill High School, Joe Bolewicz, Stanwood Camano Physical Therapy $664.48 to the district’s food services for nutritious snacks, Utsalady Booster Club $622.34 to Utsalady Elementary, Livestock Master Foundation $1,000.00 to Stanwood High School FFA Natural Resources Team, and Utsalady Elementary received $500.00 from the Washington State Traffic Safety Commission.
NOVEMBER ENROLLMENT
Gary Platt, Executive Director of Business Services, reported on the November enrollment. The total enrollment was 4,217.64 Full Time Equivalent (FTE), which was an increase of 6 FTE. Mr. Platt noted that this was the first increase in the past 5 years.
FINANCIAL REPORT
Gary Platt discussed the monthly financial reports for September. He reported on the executive summary stating the general fund balance was $4,278,013 or 9.70% of the budgeted revenue. The general fund balance report decreased by 4.5% due to the decrease in federal funding. He also noted participation levels, in the food services report, were below average for the year.
CONSENT AGENDA
Roger Myers made a motion to approve consent agenda items 1-9, listed below. Darlene Hartley seconded the motion; it was voted on and approved unanimously.
- Donations.
- Stanwood High School Field Trips: a) Future Business Leaders of America (FBLA) National Fall Leadership Conference, November 14-17, 2013, Cleveland, Ohio, (b) Family Career and Community Leaders of America (FCCLA) National Cluster Meeting, November 14-17, 2013, Spokane, Washington.
- “College in the High School” Interagency Agreement with Everett Community College.
- First Reading of Personnel Policy 5240, Evaluation of Staff.
- Island County Interagency Agreements with Toddler Learning Center, the Early Support for Infants and Toddlers Program, October 1, 2013-September 30, 2016.
- Disposal of Surplus Equipment: 1992 Ford tractor and BEFCO lawn mower.
- Purchasing Agreement for Cooperative Purchasing Contracts from Education Service District No. 112.
- Lease Agreements with Kelley Imaging Systems for Elger Bay Elementary and Saratoga School.
- Personnel Consent Agenda.
ITEMS BROUGHT UP BY BOARD MEMBERS
Darlene Hartley thanked Pat Patterson for his contributions to the school board and devoted service to public education as his term in office comes to an end. Darlene welcomed Al Schreiber who will replace Pat.
Julie Dean shared her appreciation of Pat Patterson. She also thanked everyone who worked on the levy campaign and for the information presented at the board retreat.
Ken Christoferson said that Pat was a good colleague, who asked good questions, and had great conversations. Ken also thanked everyone for getting the levy information to the community and for being sensitive to the communities’ needs. He looked forward to hearing the election results.

Ken Christoferson adjourned the Regular Meeting at 12:13 PM.
