MINUTES OF THE FEBRUARY 18, 2014 REGULAR BOARD MEETING

CALL TO ORDER

President Ken Christoferson called the meeting to order at 7:00 PM in the Administration & Resource Center boardroom.

ROLL CALL

Board members in attendance were Julie Dean, Darlene Hartley, Al Schreiber, Roger Myers, and Ken Christoferson. Student Advisor Ingrid Pelletier was in attendance. Seth Brisendine was absent.

FLAG SALUTE
Austin O’Neill, Stanwood High School Student and FFA Vice-President, led the Pledge of Allegiance.

APPROVAL OF AGENDA

Julie Dean made a motion to approve the Agenda for the February 18, 2014, Regular Board Meeting. Roger Myers seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES

Darlene Hartley made a motion to approve the Minutes of the February 4, 2014, Regular Board Meeting. Al Schreiber seconded the motion; it was voted on and approved unanimously. Roger Myers recused himself from the vote.

SUPERINTENDENT’S REPORT

Dr. Jean Shumate introduced the following reports:

DONATIONS

The donations were read by Ingrid Pelletier as follows: Len Hoover - used Honda lawn mower ($150.00) to high school agriculture mechanics program, Kevin Plambeck - medical equipment and supplies ($95.32) to the high school agriculture science program, Keeney Office Supply – used 3 ring binders to Cedarhome Elementary ($266.00), John and Cindy Whitehead ($200.00) to high school Future Farmers of America prime rib dinner and auction, and Holiday Forest Tree Farm – fir trees ($1,000.00) to high school horticulture program.

RECOGNITIONS

Joy Rusko, Secretary to the Superintendent, introduced the following award:

Shining Star Award:

  • Stanwood High School Principal Christine Gruver and Career and Technical Education teacher Darryl Main recognized Emmett Morrison, 11th grade student, for being responsible, honest, and for his work ethic. Julie Dean presented a certificate of achievement on behalf of the Board; Dr. Shumate presented the picture for his school and Tony Warner, Sterling Bank Manager presented a gift certificate from Snow Goose Bookstore and Stanwood Cinemas.

FUTURE FARMERS OF AMERICA (FFA)

Mr. Kevin Plambeck, Career and Technical Education Director, introduced Olivia Schatz, FFA President, and pointed out to Board members that the jackets worn by the FFA students are the same as the one he wore in 1969.

Olivia Schatz, President of the Stanwood High School Chapter of FFA, and other officers: Austin O’Neill (Vice President), Sara Flake (Secretary), Lindsey Martin (Treasurer), Mikel Levi (Reporter), Megan Cruise (Sentinel), and Emily Fogarty (Student Senate Representative) presented information about the FFA Program. An update on leadership activities, community activities, career development events, supervised agricultural experience projects and the courses in agricultural education were discussed. All of the students expressed their gratitude for the experiences FFA provides. FFA Advisors are Chris Carlson, Darryl Main, Margaret Olson, and Ryan Ovenell.

Each of the board members praised the FFA students for their presentation and for the excellent program that is available at Stanwood High School.

RECESS

Director Christoferson recessed the meeting at 7:30 p.m. to allow guests to leave. He resumed the meeting at 7:37 p.m.

FINANCIAL REPORT

Superintendent Jean Shumate reported on the Financial Report for the month January. She noted that the school year is 41.67% complete. Dr. Shumate reviewed January’s enrollment. The actual Full Time Equivalent (FTE) was 4,366, which were 143 students less than one year ago. The food service program also reported fewer meals served per day than last year.

CONSENT AGENDA

Dr. Shumate announced the selection of Maurene Stanton as the Director of Human Resources, pending Board approval, due to Linda Littlefield’s retirement on June 30, 2014. Mrs. Stanton expressed her honor and appreciation for the opportunity to serve the district.

Ken Christoferson pulled item 6, Bills and Payroll, from the Consent Agenda for discussion.

Roger Myers made a motion to approve consent agenda items 1-5, listed below. Al Schreiber seconded the motion; it was voted on and approved unanimously. 

  1. Donations.
  2. Second Reading/Adoption of Revised Instruction Policy 3207, Prohibition of Harassment, Intimidation and Bullying.
  3. Increased Rate of Pay for Student Workers.
  4. Personnel Consent Agenda.
  5. Pacific Office Automation Photocopiers Lease Agreement.

DISCUSSION: 

Mr. Christoferson removed Bills and Payroll due to Stanwood Redi-Mix voucher #34641 due to a conflict of interest.

VOTE:

Ken Christoferson made a motion to approve the Bills and Payroll except voucher #34641, Stanwood Redi-Mix. Roger Myers seconded the motion; it was voted on and approved.

Darlene Hartley made a motion to approve voucher # 34641, Stanwood Redi-Mix for $43.44. Al Schreiber seconded the motion; it was voted on and approved. Ken Christoferson abstained from the vote.

STUDENT ADVISORS’ REPORT

Ingrid Pelletier reported on Stanwood High School’s winter sports season accomplishments and post-season goals and said that the spring sports will begin March 3. Other events at the high school include Spirit Days, Snowflake Ball (tolo), the drama department’s Shrek, The Musical (March 7-8, and 13, 14-15) and an FFA Dinner and Auction (March 20).

ITEMS BROUGHT UP BY BOARD MEMBERS

Roger Myers complimented the boys’ and girls’ basketball teams for qualifying for post-season play.

Al Schreiber thanked Superintendent Shumate and staff for the FFA program and all the opportunities that are available to students.

Julie Dean was amazed how many students compete at the state level through clubs or athletics.

Ken Christoferson announced the Washington State School Directors’ Association (WSSDA) Regional Meeting would be held in Lake Stevens on April 30.

ADJOURNMENT

Ken Christoferson adjourned the Regular Meeting at 7:50 PM.
