BOARD OF DIRECTORS
MINUTES OF THE FEBRUARY 3, 2015, REGULAR BOARD MEETING

CALL TO ORDER
President Ken Christoferson called the meeting to order at 12:00 PM in the Administration & Resource Center boardroom.

ROLL CALL
Board members in attendance were: Julie Dean, Darlene Hartley, Roger Myers, Al Schreiber, and Ken Christoferson.

FLAG SALUTE
Director Ken Christoferson led the Pledge of Allegiance.

APPROVAL OF AGENDA
Darlene Hartley made a motion to approve the Agenda for the March 3, 2015, Regular Board Meeting. Al Schreiber seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Darlene Hartley made a motion to approve the Minutes of the February 17, 2015, Regular Board Meeting. Al Schreiber seconded the motion; it was voted on and approved.

Roger Myers made a motion to approve the Minutes of the February 18, 2015, Special Board Retreat Meeting. Julie Dean seconded the motion; it was voted on and approved.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS and RECOGNITIONS
Julie Dean presented the donations, as follows: (1) Utsalady Booster Club provided an after school teacher stipend, $278.78, for choir enrichment classes at Utsalady Elementary; (2) TARGET's Take Charge of Education program donated to the following schools: Stanwood High School $109.10, Port Susan Middle School $79.27, Elger Bay Elementary $97.61, Twin City Elementary $52.19, Cedarhome Elementary $182.24, and Stanwood Elementary $134.23; (3) Stanwood Elementary PTO provided transportation and entrance fees, $740.00, for Stanwood Elementary 2nd grade field trips: (4) Cedarhome Elementary PTA provided transportation costs, $972.12, for Cedarhome Elementary 4th grade classes field trip to the State Capitol in Olympia; and (5) Joe Bolewicz, Stanwood Camano Physical Therapy, donated $500.00 to Stanwood High School's volleyball program and $1,000.00 to the nutritional snack program's participating schools: Utsalady Elementary, Stanwood Elementary, and Cedarhome Elementary.

Julie Dean presented the recognitions, as follows: (1) Brian Vance, President of Washington Association of Secondary School Principals, announced that Tom Wilfong was selected as the WESCO 3A/4A League Assistant Principal of the Year for 2014-15, and (2) Nancy Bell, Education Director Schack Art Center, announced the results of the 2015 Snohomish County Scholastic Art Awards for Stanwood High School, as follows:

MARCH ENROLLMENT
Gary Platt, Executive Director of Business Services, gave the enrollment report for the month of March 2015. The year-to-date average enrollment was above the budget projection by 100 FTE. Enrollment decreased by about 12 FTE since February. He noted that the kindergarten through 6th grade enrollment was above what was planned for the year.

BUDGET UPDATE
Mr. Platt discussed the FY 2015-16 enrollment projections using the three-year survival history. The projections were updated using the March 2015 actual enrollment counts. The revised projection predicts total enrollment for next year of 4,031 FTE. This is 27 FTE less than the 2014-15 budgeted enrollment of 4,058 FTE.

Mr. Platt also explained the enrollment decline and fund balance impact for 2014-15. This generates approximately $510,000. Adjustments were made to programs and staffing from September to December using $-285,218 of the additional revenue. The estimated ending enrollment average for FY 2014-15 is 85 FTE students above projections. Mr. Platt said that the next steps are to finalize enrollment projections and staffing allocations.

CONSENT AGENDA
Roger Myers removed Consent Agenda Item #2(a) Boys Basketball Team to State Tournament, March 4-7, 2015, Tacoma, Washington, because the team did not qualify to compete.

Al Schreiber made a motion to approve Consent Agenda items 1, 2(b), 3, and 4, listed below. Julie Dean seconded the motion; it was voted on and approved unanimously.
1. Donations.
2. Stanwood High School Field Trips: (b) Jobs for Washington (JAG) Graduates Team to State Competition, March 17-18, 2015, Grand Mound, Washington.
3. Second Reading/Adoption of New Personnel Policy 5151, Civility in the Workplace.
4. Personnel Consent Agenda.

ITEMS BROUGHT UP BY BOARD MEMBERS
Roger Myers attended the FFA Prime Rib fundraiser dinner and said it was gratifying to see everyone working together. He was also impressed with the restored old gas pump from a service station that was auctioned for $3,500. Director Myers also congratulated Tom Wilfong for receiving the WESCO 3A/4A Assistant Principal Award and the boys' basketball team for their hustle and sportsmanship throughout the year and in the regional tournament. The coaches are to be commended for such a great program.

Al Schreiber agreed with Mr. Myers' comments and expressed his thoughts and prayers for the recent student concerns.

Darlene Hartley attended the Twin City Elementary spelling bee and applauded the hardworking students, teachers, and the support of the parents. She was not able to participate in the FFA dinner.

Julie Dean also commented on the amazing restoration of the gas pump that the FFA auctioned. She also praised the administration for doing everything to keep our students safe.

Ken Christoferson echoed the thoughts of his fellow Board Members and praised the administration and staff for keeping students safe. He appreciated all the things they do for all the best possible outcomes.

Superintendent Jean Shumate said that she received a note from the Mount Vernon High School's athletic director who complimented the Stanwood fans for their exemplary behavior while attending the boys' basketball tournament.

ADJOURNMENT
Director Christoferson adjourned the regular meeting at 12:23 PM.
