MINUTES OF THE JANUARY 19, 2010, REGULAR BOARD MEETING
 
CALL TO ORDER
Roger Myers called the meeting to order at 7:00 PM.  Board members in attendance were Ken Christoferson, Julie Dean, Pat Patterson, and Roger Myers.  Darlene Hartley was absent because of illness.  Student advisor, Ashley Glenn, was present and David Thomas was absent.  Victor Hanzeli, principal of Stanwood Elementary, led the Pledge of Allegiance.

APPROVAL OF AGENDA 
Julie Dean made a motion to approve the agenda.  Pat Patterson seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Pat Patterson made a motion to approve the Minutes of the January 5, 2009, Special Auditor’s Exit Conference Meeting.  Ken Christoferson seconded the motion; it was voted on and approved unanimously.  Pat Patterson recused himself because he did not attend.

COMMENTS BY CITIZENS
There were no comments by citizens.

SUPERINTENDENT’S REPORT

DONATIONS 
Ashley Glenn, Student Advisor, read the donations from Index Sensors & Controls, Don and Wilma Bayes, Utsalady Booster Club, and TARGET. 

RECOGNITIONS:
Northwest Clean Air Agency - Mike Olson, Assistant Superintendent of Operations, congratulated Lee Heinrichs, transportation director, for being instrumental in retrofitting all of the eligible school buses with air pollution controls.  Mr. Olson read, in-part, a letter from Mark Asmundson, Director of the Northwest Clean Air Agency, commending the district for reducing diesel exhaust and harmful fine particle pollution and other pollutants.  Mr. Heinrichs accepted the certificate of recognition for outstanding leadership in improving air quality for our children from the Northwest Clean Air Agency.  Mr. Heinrichs praised the excellent mechanics, bus drivers and staff at the transportation department for the service they provide.

Board of Directors’ Awards - Joy Rusko, secretary to the superintendent, introduced the Board recognition awards and thanked Sterling Savings Bank manager, Mike Gibson, for sponsoring the award programs in partnership with Lenz Enterprises, Dos Reales restaurant, Stanwood Cinemas, and Hollywood Video.  Mr. Gibson presented each of the recipients with gifts.  Board members presented recipients with Certificates of Achievement.  The following awards were recognized:

Shining Star Award - Victor Hanzeli, Stanwood Elementary principal, Megan Ovenell, 3rd grade teacher, and Randi Bachand, resource teacher, announced that Deven Rekdal was the recipient of the Shining Star award.  Deven is a third grade student who returned to school after recuperating from a heart transplant.  Deven was recognized for his courage and perseverance.  

Shining Star Award - Christine Gruver, Stanwood High School principal, introduced Darryl Main, Career and Technology Education teacher for the agriculture/mechanics program.  Mr. Main announced that Jeremiah Borsum was the recipient of the Shining Star award.  Jeremiah was recognized for being an amazing student assistant who is organized, hard working, and is a responsible leader.  Mr. Main said that Jeremiah always strives to be the best that he can be.

Classified Employee of the Month
 – Jon Evavold, principal at Elger Bay Elementary, announced that Janet Peterson, office manager, and Leslie Whaley, secretary, received the Classified Employee of the Month award for January 2010.  Kathleen Nelles read her nomination stating their qualities that make them amazing secretaries.  She said Janet and Leslie are patient with students and parents and do their work with smiles.

Teacher of the Month – Joy Rusko announced that Cheryl Anderton was the recipient of the Teacher of the Month award for January 2010.  Cheryl teaches at Twin City Elementary for the highly capable student program.  Kym Shoemaker, parent and Stanwood Middle School teacher, and students, Taya Shoemaker, Keely Noel, Cassie Bowling, and Samantha Hall, nominated her.  They praised her for making learning fun and challenging.

School Board Recognition - January is School Board Recognition Month and Port Susan Middle Schools’ Associated Student Body and Leadership Team painted a wall poster acknowledging each of the Board members for their service to Stanwood-Camano School District.  Hillary Pham - treasurer, Asia Borseth - secretary, Christopher Blackwell – representative, and Ruth Karlberg and Drew Wright – co presidents, thanked the Board for all they do.

Superintendent Shumate read the proclamation from Governor Christine Gregoire and presented the Board with certificates of recognition.

Colleen Keller, Utsalady Elementary principal, recognized the Board members and presented each with cards of appreciation.

Joy Rusko, on behalf of the District Office staff, invited the Board members to a recognition reception on February 2nd at 10:45 a.m. at the Administration & Resource Center.

Board members expressed their appreciation for all of the kind words.  Ashley Glenn said it was her favorite part of the meeting.

Superintendent Shumate announced there would be a five-minute recess to excuse audience members, beginning at 7:47 p.m.

The Board reconvened at 7:52 p.m. 

MONTHLY FINANCIAL REPORTS 
Gary Platt reviewed the financial reports for the month of December including the executive summary, fund balance report, debt service fund, associated student body fund, and food service report. 
 
CONSENT AGENDA
Julie Dean made a motion to approve the Consent Agenda, listed below.  Pat Patterson seconded the motion; it was voted on and passed unanimously.
1.    Donations.
2.    Cooperative Agreement with Central Washington University.
3.    Special Services Agreement with Puget Sound Psychology and Consulting.
4.    Special Services Contract with Speech Connections for 2009-10.
5.    Letter of Agreement with Pelletier and Schaar to Provide Facility Assessment Services.
6.    Personnel Consent Agenda.
7.    Bills and Payroll.

STUDENT ADVISOR REPORT
Ashley Glenn reported that Lincoln Hill High School received an additional temporary, non-continuing, part-time, attendance secretary to enforce attendance laws.

ITEMS BROUGHT UP BY BOARD MEMBERS
Julie Dean reported on the Budget Task Force committee.  She said the committee consists of a wide variety of participants (43).  Their task is to learn about the districts’ budget process and to provide a prioritized list of suggested reductions.

Ken Christoferson responded that the Budget Task Force has important work to do on the budget dilemma and it is an opportunity to have conversations with the community.

Roger Myers agreed with Ken and thanked Dr. Shumate for forming the committee and being a leader of her peers.

Jean Shumate thanked the hard working staff and community that has come forth and volunteered to be on the Budget Task Force.
