MINUTES OF THE APRIL 20, 2010, REGULAR BOARD MEETING
 
CALL TO ORDER
Roger Myers called the meeting to order at 7:00 PM.  Board members in attendance were Roger Myers, Ken Christoferson, Julie Dean, Darlene Hartley, and Pat Patterson.  Student Advisor Ashley Glenn was present and David Thomas was unable to attend.  Roger Myers led the Pledge of Allegiance.

APPROVAL OF AGENDA 
Julie Dean made a motion to approve the agenda.  Darlene Hartley seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Darlene Hartley made a motion to approve the Minutes of the April 6, 2010, Regular Board Meeting.  Ken Christoferson seconded the motion; it was voted on and approved.  *Pat Patterson recused himself because he was absent from the meeting.

COMMENTS BY CITIZENS
There was no audience participation.

SUPERINTENDENT’S REPORT

RECOGNITIONS
Ray Mather, Stanwood High School’s woodworking instructor, thanked the Board for displaying the students’ wood working projects in the boardroom.  He said that the projects were entered in the Sedro Woolley’s Wood Fest competition, where Kris Cruse’s clock won Peoples Choice award and his nightstand won Outstanding Project.

Ashley Glenn read the recognitions of the high school Technology Student Association team’s state conference results, the Science team’s state tournament results, and the Future Business Leaders of America team’s state conference results.  Joy Rusko, secretary to the superintendent, introduced the following:

Shining Star Award
Students Rachel Dillon 5th grade student at Utsalady Elementary, Taven Deberry – 8th grade student at  Saratoga School, and Kenny Smith – 8th grade student at Port Susan Middle School, received the Shining Star Award.  Principals and staff highlighted the students’ qualities as being sensitive, diligent, congenial, upbeat, friendly, and one had a pretty smile.  

Classified Employee of the Month
Ruth Turner and Annie Houk, Stanwood Elementary office staff, received the Classified Employee Award for the month of April.  Victor Hanzeli, principal, introduced Ruth and Annie, and Tessa Karlberg, teacher, read the nomination on behalf of the staff at Stanwood Elementary.

Teacher of the Month
DeAnn Larson, Elger Bay Elementary reading specialist, received the Teacher of the Month Award for the month April.  Principal Jon Evavold introduced her and student Bradie Ferguson, staff members Jessica Jansma, Jennifer Booth, Nichale Van Scoy, and Kadi Ferguson read their nominations.

Sterling Savings Bank and Lenz Enterprises are the sponsors for the recognition awards programs, in partnership with Dos Reales, Stanwood Cinemas, and Camano Plaza Video.  The award winners received gifts, which were presented by Sterling Savings Bank Manger, Mike Gibson.

FINANCIAL REPORT    
Gary Platt, Executive Director of Business Services, gave the financial report for the month of March 2010.  He discussed the executive summary including fund balance, revenues and expenditures year-to-date.  He also discussed the food service program report.

CONSENT AGENDA
Ken Christoferson removed item 7, Bills and Payroll, for discussion.
Pat Patterson made a motion to approve the Consent Agenda items 1-6 and 8, listed below.  Darlene Hartley seconded the motion; it was voted on and passed unanimously.
1.    Second Reading/Adoption of Policy 4130, Title I Parental Involvement
2.    Technology and Learning Plan 2010-2013
3.    Northwest Educational Service District 189 Technology Services Network Cooperative Agreement for 2010-11 Remote Service
4.    First Reading of Policy 5253, Maintaining Professional Staff/Student Boundaries
5.    Pelletier + Schaar to Provide Architect of Record Services
6.    Personnel Consent Agenda
8.    Memorandum of Agreement with Stanwood-Camano Education Association for Leave Extensions

Discussion:  Ken Christoferson pulled item 7, Bills and Payroll, because voucher 73230, Stanwood Redi-Mix, was of personal interest.
Motion:  Ken Christoferson made a motion to approve the bills and payroll except voucher 73230, Stanwood Redi-Mix.  Darlene Hartley seconded the motion; it was voted on and approved unanimously.

Darlene Hartley made a motion to approve voucher 73230, Stanwood Redi-Mix.  Julie Dean seconded the motion; it was voted on and approved.  Ken Christoferson abstained from the vote.

STUDENT ADVISORS’ REPORT
Ashley Glenn said eligible Lincoln Hill High School students completed the High School Proficiency Exam (HSPE), which replaces the Washington Assessment of Student Learning (WASL).  The assessment included reading, writing, math, and science.

ITEMS BROUGHT UP BY BOARD MEMBERS
Ken Christoferson thanked Gary Platt for the budget presentation. 

*Pat Patterson recused himself from the April 6th approval of minutes because he was absent.  He also complemented Kevin Plambeck, Career and Technology Education director, for clearly outlining the technology plan.

Darlene Hartley was encouraged to read an article in The Herald regarding “Dads” volunteering at Cedarhome Elementary.

Julie Dean said the recognitions were very special and apologized for her watery eyes.  She also enjoyed participating in the recent student-led conferences.

Roger Myers also participated in the student-led conferences at Stanwood Middle School.  

ADJOURNMENT
Roger Myers adjourned the Regular Meeting at 8:30 PM.

STUDY SESSION
A FY 2010-11 budget study session preceded the meeting beginning at 6:00 PM.  Gary Platt, Executive Director of Business Services, started the budget FY 2010-11 study session with a 2010 Budget Rate Sheet, developed by the late John Jenft, which is used throughout the state comparing legislative budget updates and changes.  He discussed the summary of 2009-10 financial impacts on the district, the fund balance analysis, budget projections for FY 2010-11, enrollment projections, and certificated staffing based on the governor’s budget revised staffing ratios.  Also discussed were the certificated administrative staffing allocation for FY 2010-11.  He briefly summarized the Budget Task Force Survey results.
