BOARD OF DIRECTORS
MINUTES OF THE DECEMBER 1, 2015, REGULAR BOARD MEETING

CALL TO ORDER
Ken Christoferson called the meeting to order at 5:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Julie Dean, Natalie Hagglund, Al Schreiber, Roger Myers, and Ken Christoferson. Student Advisor Riley Cunningham was in attendance and Silver Merideth was absent and excused.

FLAG SALUTE
Ben Hagglund, Natatlie Hagglund's husband, led the Pledge of Allegiance.

APPROVAL OF AGENDA
Julie Dean made a motion to approve the Agenda for the December 1, 2015, Regular Board Meeting. Roger Myers seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Al Schreiber made a motion to approve the Minutes of the November 17, 2015, Regular Board Meeting. Roger Myers seconded the motion; it was voted on and approved unanimously.

OATH OF OFFICE
Dr. Jean Shumate, Superintendent, administered the Board of Director's Oath of Office to Natalie Hagglund, Julie Dean, and Ken Christoferson.

REORGANIZATION OF BOARD
Julie Dean nominated Ken Christoferson for Board President. Al Schreiber seconded the motion. Roger moved to close the nominations, and Natalie Hagglund seconded the motion. The motion was voted on and was approved unanimously. A vote was taken for Ken Christoferson for Board President; the motion passed unanimously.

Roger Myers nominated Julie Dean for Board Vice President. Al Schreiber seconded the motion. Ken Christoferson called for further nominations; there being none, the vote for Julie Dean for Board Vice President was taken and the motion passed unanimously.

COMMENTS BY CITIZENS
There were no comments.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
Riley Cunningham presented the following donations: (1) Schweitzer Engineering Laboratories donated $100 to Stanwood High School Career & Technical Education's Engineering/Drafting Program and $100 was donated to Stanwood Middle School for professional development, (2) Utsalady Booster Club donated $1,000 to Utsalady Elementary to purchase an xylophone.

ENROLLMENT
Gary Platt, Executive Director of Business Services, reported on the enrollment for the month of December. The actual enrollment was 4,239.48 Full Time Equivalent (FTE).

CONSENT AGENDA
Natalie Hagglund made a motion to approve Consent Agenda items 1-9, listed below. Roger Myers seconded the motion; it was voted on and approved unanimously.

1. Donations
2. Stanwood High School Wrestling Team Field Trip, December 11-13, 2015, Othello, Washington.
3. District and School Improvement Plans for 2015-16 (a-l): (a) Cedarhome Elementary, (b) Elger Bay Elementary, (c) Stanwood Elementary, (d) Twin City Elementary, (e) Utsalady Elementary, (f) Port Susan Middle School, (g) Stanwood Middle School, (h) Lincoln Academy, (i) Lincoln Hill High School, (j) Stanwood High School, (k) Saratoga School, and (i) District Improvement Plan.
4. State and Federal Grants for 2015-16: STATE: (a) Teacher/Principal Evaluation Program Training, $19,607, (b) Learning Assistance Program (LAP), $621,946, (c) Transitional Bilingual, $103,210, (d) WaKIDS, $1,400, (e) WA-TPL: Lab &Critical Friend District, $10,000. FEDERAL: (f) IDEA-B (Section 611), $778, 708, (g) IDEA-B (Section 619) $33,232, (f) Carl Perkins (5 year) $21,363, (g) Title I Part A, $410,537, (h) Title II Part A, $147,496, and (i) Title III Part A, $15,736.
5. First Reading of Revised Instruction Policy 2410, High School Graduation Requirements.
6. First Reading of Revised Students Policy 3245, Isolation and Restraint of Students.
7. Second Reading/Adoption of New Student Policy 3211, Transgender Students.
8. Personnel Consent Agenda.
9. Phase 2 Technology Infrastructure Hardware and Software Purchases.

STUDENT ADVISORS REPORT
Riley Cunningham reported on Stanwood High School's events and activities: The Veteran's Day Assemblies were held and $650 was raised for the Wounded Warrior Fund, over 20 athletes received recognition as first or second team players for fall sports in the WESCO Division, and on December 17th there will be a Winter Wishes Assembly where some of the students' wishes will come true. Also, Christmas Spirit Week will be held December 14-18, the classroom door-decorating contest has begun and Candy Cane Grams may be purchased and delivered to a friend. Knowledge Bowl and Hi-Q teams' matches are going well and the National Honor Society volunteer projects are very active in December. A holiday Giving Tree is in the high school commons.

ITEMS BROUGHT UP BY BOARD MEMBERS
Roger Myers welcomed Natalie Hagglund to the Board and said that he feels fortunate to serve with her, the other board members, and the hard-working administration. He also shared that he felt fortunate to live in the community and is reminded when he sees the decorated smokestack.

Al Schreiber was grateful to attend the Washington State School Directors Association (WSSDA) Conference.

Natalie Hagglund also commented on seeing the smokestack from her home and is lucky to be a part of this community and for being a part of the Stanwood-Camano School District.

Julie Dean said she was honored to work with her Board colleagues for four more years and thanked Ken Christoferson for taking the role of president.

Ken Christoferson also appreciated his colleagues for their work and support of our students.

Superintendent Shumate welcomed Natalie to the team and commented that she appreciates that the Board's focus is on the school district. She looked forward to working with the Board in the coming years.

ADJOURNMENT
Director Christoferson adjourned the regular meeting at 5:24 PM.
