MINUTES OF THE JANUARY 19, 2016, REGULAR BOARD MEETING

CALL TO ORDER
Ken Christoferson called the meeting to order at 7:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Julie Dean, Al Schreiber, Roger Myers, and Ken Christoferson; Natalie Hagglund was absent and excused. Student Advisor Riley Cunningham was present and Silver Merideth was absent and excused.

FLAG SALUTE
Lynell Lewis, Stanwood Middle School Office Manager, led the Pledge of Allegiance.

APPROVAL OF AGENDA
Julie Dean made a motion to approve the Agenda for the January 19, 2016, Regular Board Meeting. Al Schreiber seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Roger Myers made a motion to approve the Minutes of the January 5, 2015, Regular Board Meeting. Al Schreiber seconded the motion; it was voted on and approved unanimously.

Al Schreiber made a motion to approve the Minutes of the January 5, 2015, Special Board Retreat. Roger Myers seconded the motion; it was voted on and approved unanimously.

COMMENTS BY CITIZENS
There were no comments.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
Riley Cunningham presented the following donations:
(1) The Stanwood High School's graphic arts program received donations of $250 from the Camano Arts Association, $150 from Kathryn Dannerbeck, and $150 from Helen Saunders. The donations will be used to support student activities and events.
2) The culinary arts program at Stanwood High School catered a holiday event at Camano Lutheran Church and later received donations of $200 from Fred and Lilian Trolio, $25 anonymous, and $450 from the Camano Lutheran Church.
(3) The BFO Factory Shoppes in Burlington sponsored a Holiday Art Contest for schools and Utsalady Elementary received $500 for First Place.
(4) Box Tops for Education program donated $757 to Utsalady Elementary.
(5) Target Field Trip Grant, Scholarship America, awarded $600 to Utsalady Elementary for expenses towards an upcoming 4th grade field trip. Pam Allen, 4th grade teacher, wrote the grant.
(6) Washington Traffic Safety Commission granted $600 to improve school traffic safety zones. $300 was granted to Cedarhome Elementary to purchase safety patrol rain gear and $300 to Elger Bay Elementary to purchase safety patrol radios.
(7) Robert Riner, owner of Firefly Images, donated $795.60 to Cedarhome Elementary from the student photos fundraiser.

AWARDS
• Joy Rusko, Secretary to the Superintendent, introduced the Shining Star and Employee Awards:
Shining Stars: Jace Hanson – Port Susan Middle School, Ayla Mize - Stanwood Middle School

• Maurene Stanton, Executive Director of Human Resources, introduced the Volunteer Service Awards: Sherri Li – Port Susan Middle School and Sarah Foreman – Stanwood Middle School

• Employee Awards: Pam Allen, Utsalady Elementary – Teacher of the Month for December.

Board members presented Certificates of Achievement and Superintendent Shumate presented a framed photo for the employee. Gift certificates were presented to the recipients on behalf of Umpqua Bank (sponsor) in partnership with Stanwood Cinemas, Dos Reales, Snow Goose Bookstore, Klesick Family Farms, and Wayne's Corner Café.

RECESS
Mr. Christoferson recessed the meeting at 7:30 PM for approximately 5 minutes to allow guests to leave. He resumed the meeting at 7:37 PM.

FINANCIAL REPORTS
Gary Platt, Executive Director of Business Services, reported on the Monthly Financial Reports for December 2015. He reviewed the Executive Summary and food services report.

CONSENT AGENDA
Ken Christoferson removed Item #13, Bills and Payroll, from the consent agenda for discussion.

Al Schreiber made a motion to approve Consent Agenda items 1-12, listed below. Julie Dean seconded the motion; it was voted on and approved unanimously.

1. Donations.
2. Stanwood High School Field Trips: (a) Technology Student Association State Conference, March 31-April 2, 2016, SeaTac, Washington, (b) FFA Nursery Landscape and Floral Career Development Event (CDE), February 5-6, 2016, Kennewick and Quincy, Washington, (c) Washington FFA Cispus (212-360) Leadership Conference, February 20-21, 2016, Randall, Washington, (d) FFA Agricultural Mechanics Team to 2016 State Agricultural Mechanics Career Development Event, April 13-14, 2016, Moses Lake, Washington, and (e) Band Tour, April 29-May 1, 2016, San Francisco, California.
3. Stanwood Middle School Technology Student Association Field Trip, March 31-April 2, 2016, SeaTac, Washington.
4. Cedarhome Elementary 5th Grade Outdoor Educational Field Trip to Camp Orkila, June 6-8, 2016.
5. YMCA of Greater Seattle – Camp Orkila Group Use Agreement for Cedarhome Elementary Outdoor Education.
6. Tour Agreement with Brightspark Travel Agency for Stanwood High School Band Trip to San Francisco, California.
7. Agreement with the Seattle Art Museum and SAM Taste Events for the Stanwood High School Senior Prom.
8. First Reading of Revised Instruction Policy 2000 Student Learning Goals.
9. First Reading of Revised Instruction Policy 2255 Alternative Learning Experience Programs.
10. 2015-16 Inter-Local Agreement between Sedro-Woolley School District, Burlington-Edison School District, Stanwood-Camano School District, and Mount Vernon School District, for Federal Title 1 Services.
11. Construction Management Support and Assistance Contract, Task Order #4, with Educational Service District 112.
12. Personnel Consent Agenda.

Roger Myers moved to approve voucher #43550 to Stanwood Redi-Mix for $303.82. Al Schreiber seconded the motion. It was voted on and approved. Mr. Christoferson abstained from the vote.

STUDENT ADVISORS REPORT
Riley Cunningham reported on Stanwood High School's Martin Luther King, Jr. assemblies' guest speaker, Dr. Charles Morgan. She said that students had a great response to his message. Other activities discussed: sporting events, Knowledge Bowl results (qualified for regional competition) and the Hi-Q team received 3rd place overall.

ITEMS BROUGHT UP BY BOARD MEMBERS
Roger Myers stated that Riley Cunningham facilitated the half-time student competition at the boys' basketball game and did a great job. He also appreciated how the community supports events and gives students opportunities to participate in educational events outside of the district.

Al Schreiber said that he appreciated our teachers and staff, including the schools' parent clubs: PTA, PTO, Booster and Watch D.O.G.S. (Dads of Great Students) and all volunteers.

Julie Dean reminded everyone that on January 25th the jazz bands would be performing at the high school Performing Arts Center (PAC).
